Description
The purpose of this synopsis is not a request for competitive proposals. The R& D Contracting Office, Det 1 AFRL/PKMT is contemplating the award of cost share contracts to Northrop Grumman Corporation and Raytheon Corporation for the program entitled, ? Active Electronically Scanned Array (AESA) Affordability Thrust? under the authority of FAR 6.302-1(a)(1)(iii), ?Only One Responsible Source.? The objective of this program is to attain a 50% cost reduction for next generation (4 ? 7 years) for Air Force airborne AESA applications when compared to the current generation of Air Force airborne AESAs, by implementing Manufacturing Technology programs to reduce cost, assure technology availability, and ensure timely system insertion. The contractors will initially be awarded Phase A contracts for a combined total of $13.9M with the possibility of the remaining program budget being added by spiral execution for Phases/Spirals 2 and 3 depending on technology readiness and mission needs (anticipated combined total of $28M). In order to be awarded Phase/Spiral 2 or 3 effort (AESA Manufacturing and Assembly), the contractor must have been awarded a Phase A program. Foreign participation is excluded at the prime contractor level.
