Description
The National Institute of Standards and Technology plans to support a program of study which will investigate the feasibility of implementing quantum information processing techniques with trapped ions in order to improve atomic clocks and frequency standards. The initial focus of the work will be rf trap experiments which investigate recently proposed techniques for reading out the state of a "clock" ion by quantum mechanically coupling the internal state of this clock ion to a read-out ion. However, the work will involve other rf trap as well as possibly Penning ion trap experiments as well. The work is experimental, must be conducted at the NIST ion trapping labs, and requires a high level of experience with ion traps, dye lasers and frequency doubling to ultraviolet wavelengths, and experimental atomic physics. Place of performance: NIST Boulder Labs; Period of Performance: Twelve months. It is the Government's belief that the skills of researchers engaged by the University of Colorado uniquely qualify them for this work.***In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with the Regents of the University of Colorado, Office of Contracts and Grants, Boulder, CO 80309-0572 as this source is considered to be the only responsible source and no other source will satisfy agency requirements. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within 15 days from the date of this synopsis. Responses are due via mail or FAX by September 20, 2004. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far Terms and conditions and agency level protest procedures are referenced at http://www.doc.gov/oam/conops/#reference Anticipated award date is September 21, 2004.
