Description
NOTICE OF INTENT TO ISSUE SINGLE SOURCE CONTRACTS to: Covenant Aviation Security at San Francisco International Airport (SFO) and Tupelo Lemons Municipal Airport (TUP); FirstLine Transportation Security, Inc. at Kansas City International Airport (MCI); Jackson Hole Airport Board at Jackson Hole, Wyoming Airport (JAC); and McNeil Technologies, Inc. at Greater Rochester International (ROC) airport for passenger and baggage screening services. These contracts were established in accordance with the AVIATION AND TRANSPORTATION SECURITY ACT (ATSA) (Public Law 107-71), specifically Section 44919 entitled SECURITY SCREENING PILOT PROGRAM. The period of performance for these pilot contracts was two years. These contracts were competitively awarded and are due to expire on November 18, 2004. These single source contracts to the companies listed above are bridge contracts for one year plus a six month option, to be exercised if needed and extend the current screening services being performed under the original contracts. The bridge contracts are necessary because: 1) The current contracts expire November 18, 2004 and ATSA sets November 19, 2004 as the application date for airport operators to request that screening be done by qualified private companies. It is envisioned that the pilot program airports will be required to submit applications in accordance ATSA, Section 44920 entitled SECURITY SCREENING OPT-OUT PROGRAM in November 2005. (The OPT-OUT program is also referred to as the SCREENER PARTNERSHIP PROGRAM (SPP). The extension of the services will allow applications for continued contract screening to be processed in accordance with the Screener Partnership Program criteria. 2) One of the key goals of the pilot program is to provide TSA with lessons learned and best practices as the agency moves forward with the consideration of additional privatized screening operations This announcement constitutes the intentions of the Transportation Security Administration to enter into an award with Covenant Aviation Security; FirstLine Transportation Security, Inc.; Jackson Hole Airport Board; and McNeil Technologies, Inc., on a single source basis in accordance with the Transportation Security Administration Acquisition Management System. Alternative services will not be considered. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
