Description
DESC: This modification is issued to provide additional information for the requirement and extend the time for response until September 3, 2004. The Department of Commerce, Bureau of Economic Analysis (BEA), plans to award a sole source procurement to DK Shifflet & Associates to provide data for the travel and tourism satellite accounts. It is in best interest of BEA to use the same vendor since the vendor was instrumental at the inception of these satellite accounts. D.K. Shiflett & Associates is the only known source that produces these data with the frequency, quantity, and quality BEA needs to produce the travel and tourism satellite accounts. In order to maintain consistency and comparability of the data?which is crucial since BEA produces the travel and tourism satellite accounts in order to show changes in spending on travel and tourism over time?it is necessary to continue to use DK Shifflet?s data. The award will be made under FAR Part 13, Simplified Acquisition Procedures. BEA is updating the TTSA?s for calendar year 2003. BEA is seeking the same set of data that was supplied by the incumbent contractor to create the 1997-2002 TTSA?s for calendar year 2003. The primary goal is to secure the best, most comprehensive data as appropriate inputs consistent with the data provided to BEA for the past six years for the TTSA?s. To improve the estimates of the TTSA?s and update the TTSA?s for 2003, BEA needs: - Better measure of travel and tourism expenditures in total and by type of traveler for both domestic and overseas travel. - Data on the amount of automobile usage to include within the TTSA?s. This includes not only the gasoline and related ?out-of-pocket? expenditures centered around the automobile, but also inclusion of a portion of the purchase price of an automobile with the TTSA as a durable good purchase and other related expenses. _ Data on the rents imputed rents from vacation (2nd) homes. Imputed rents are relatively standard within the system of national accounts framework, but difficult to apply within the TTSA framework due to lack of government data. - High quality data collected directly from travelers on their expenditures. The collection of these data should be based on sound statistical sampling techniques and methodology. These are no public sources of data on these expenditures. Documents and reference material provided to the contractor are IED Best Data Handling Standards (See Attachment A below). All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later that 15 days after publication of this synopsis. ATTACHMENT A Industry Economics Division (IED) Data Handling Standards Management and staff share the responsibility for using best practices in handling data. Best practices as applied to IED aim at ensuring the accuracy of input data, providing high quality estimates that are produced on a timely basis, and providing estimates that satisfy both internal and external customer needs. To ensure these best practices goals are met, the following standards will apply. o Input ? Management and staff will ensure the accuracy of input data. Practices that will help reach that goal include those listed below.  Verifying that the data are the latest available, are in the correct units, and are for the correct time period.  Verifying the consistency of the data by comparing current data to data for other time periods or to related data.  Checking the data for internal consistency. For example, checking that components add up to totals.  Using graphs, tables, statistical procedures, and visual checks to look for outliers.  Documenting the data source and verification procedures.  Developing and using checklists of procedures. o Estimation ? Management and staff will use processes that are designed to yield high quality estimates on a timely basis. Practices that will help ensure that the processes operate properly and can be reproduced and traced are listed below.  Developing and using standardized procedures for checking the consistency and accuracy of estimates.  Documenting procedures.  Preparing and using complete production schedules and checklists of procedures.  Using graphs, tables, statistical procedures, and visual checklists of procedures.  Writing analyses of estimates, including discussion of sources of changes, revisions, questionable aspects of the source data, comparisons to related series, outliers, and deviations from standard methods.  Documenting and testing statistical methods and computer applications (especially new methods and applications). Documenting the tests. o Output ? Management and staff will aim for products that are timely and of high quality, that meet customers? needs, and that are understood by customers, both internal and external. Practices that will help achieve these goals include those listed below.  Developing and using standardized techniques for preparing output and for checking its consistency, accuracy, time periods, and units of account.  Providing documentation and the name of a data contact.  Presenting output in a usable form that is consistent with IED guidelines for the preparation of manuscripts, diskettes, graphics, etc.
