Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 43-3K47-4-2030 is issued as a request for quotation (RFQ) and incorporates provisions and clauses that are in effect through federal acquisition circular 01-24. The United States National Arboretum has a requirement for tree transplanting, including digging and planting of a large number of trees and shrubs in accordance with the attached statement of work and pertinent clauses. The NAISCS code is 561730 with a small business standard of 500 employees. A SITE VISIT WILL BE CONDUCTED ON 9/10/04 AT 10:30 A.M. PARTICIPANTS SHOULD MEET IN FRONT OF BLDG 003, BARC-WEST, BELTSVILLE, MD. The government intends to have work performed on an ?as needed? basis. Digging and planting specifications are as follows: 1. A minimum of two experienced tree diggers shall be on site during all transplanting activities. 2. Trees will be machine dug or hand dug with a root ball of 10? for every 1 ? of trunk caliper. Trunk caliper measures 6? above ground level. 3. Once an individual tree has been dug, it must be planted within 48 hours. 4. Proper care must be taken to avoid damage to the roots, branches, root ball, and trunk during digging, transporting and planting operations. 5. No tree shall be cut back or pruned without prior approval of the contracting officer. 6. If wire baskets are used in transplanting, the wire must be cut and bent down during planting. 7. The contractor is responsible for digging the new hole for the trees to be moved. The finish planting height will be 3? above the existing soil level. Back-fill must be firmly tamped. 8. Treated or synthetic burlap will not be used. 9. Plant placement in orientation will be pre-determined by the curator and the COR. Standard equipment All necessary and appropriate equipment and supplies to dig, transport and plant trees is to be provided by the contractor. All necessary and appropriate equipment including but not limited to, ropes, burlap, tree spades, hoists, and trucks. The following FAR clauses and provisions apply: FAR 52.212 1, Instructions to Offerors Commercial Items; FAR 52.212 2, Evaluation Commercial Items Award to a technically acceptable offeror, at a fair and reasonable price; Evaluate on price, technical capability and past performance. FAR 52.212 3, Offeror Representations and Certifications Commercial Items. Include a completed Certifications and Representations with your quote. FAR 52 212 4, Contract Terms and Conditions Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212 5, Contract Terms and Conditions Required to Implement Statues of Executive Orders Commercial Items, will apply to the resultant contract: 52.203-6, 52.222 26, 52.222 35, 52.222 36, 52.222 37, 52.225.1, 52.225 3, 52.225-4, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS. (a) The offeror represents that if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks ?has not? may not be awarded a contract until the required report is filed. The following two clauses apply to CCR Database Registration: 52.204-7 Central Contractor Registration, Alternate 1, 52-232-33. Payment by Electronic Funds Transfer CCR. Section 508 Accessibility Compliance Clause: All Electronic and Information Technology (EIT) procured through this contract must meet the applicable accessibility standards at 36 CFR 1194. Viewable at http: www.access.board.gov/sec508/508standards.htm -PART 1194. Please Note: Upon award, the contractor must be registered in the Central Contractor Database System. The contractor?s DUN?S number will be used to verify registration in the Database system. All responsible sources may submit a quotation, which will be considered by the agency. Faxed quotations are acceptable (301/504-5009). Responses shall include literature, catalogs, price lists and other such information in order to determine the ability to meet the above stated capabilities. A firm fixed price contract will be awarded to the responsible firm with a quote that?s most advantageous to the government considering price and price-related factors. If funds become available the anticipated award date is September 30, 2004, if not, this synopsis/solicitation is cancelled without further notice.
