Description
NASA/GSFC has a requirement under Quotation No. NNGSFC0467295 on a sole source basis for two (2) Restraint and Release Actuators to be used for the Solar Dynamic Observatory (SDO)Project. NASA/GSFC intends to purchase the items from Starsys Research Corporation under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Solar Dynamic Observatory (SDO) will perform detailed solar science with a large compliment of instruments from a vantage point in geosynchronous orbit (GEO). To enable the mission, SDO has a Deployment System that is composed of two deployable subsystems, solar arrays and high gain antenna (HGA). Due to packaging and volume constraints on the launch vehicle, the solar arrays and HGA systems must be stowed alongside the spacecraft for launch, which must then be positioned into their operational configurations by the Deployment System. Restraint and Release Actuators are required to hold the Deployment System components in their stowed position for launch and then release them such that deployment can occur. The vendor shall provide the facilities, personnel, services, tools, equipment, and materials necessary to perform the work and deliver the items specified. The contractor shall generate a matrix listing each requirement in the statement of work and associated specification, 464-MECH-SPEC-0077, reflecting either compliance or non-compliance. Areas of non-compliance need to be addressed by the contractor showing how they plan to meet the requirement(s) or why it will remain non-compliant. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Cassandra.K.Atkinson@nasa.gov or via fax at 301-286-1773 no later than 4:30 p.m. local time on September 9, 2004. Please contact Miss Atkinson for an electronic copy of the Statement of Work. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
