Description
The U S Environmental Protection Agency [U S EPA], National Environmental Research Laboratory in Las Vegas, Nevada, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to purchase a Standalone, fixed wavelength UV detector for HPLC, especially for semipreparative scale separations (approximately 10 uL cell volume). Absorbance sensitivity from 0.001 AU to 2.0 AU with an analog output of 0 to 1 V available for a recorder or for an interface to a data system (recorder or data system not included in this SOW). Selectable wavelengths should include at least 254 nm line from a Mercury or other suitable lamp featuring at least a standard 2000 hours of service. Detector should include a standard HPLC detector cell suitable for flow rates of 2.5 mL/min with dual beam optics to assure a reference and baseline stability at high sensitivity. The HPLC detector cell should be capable of providing standard connections using 1/16 in tubing of stainless steel or Peek tubing of internal diameter of 0.007 in to 0.020 in. The HPLC UV detector cell should be capable of withstanding at least 200 psig pressures. Detector drift should be less than 0.001 AU/hr. The NAICS code for this procurement is 423490. Any firm who believes it is capable of meeting EPA/s requirement stated herein may submit a response, which if received by September 10, 2004, will be considered. Responses to this posting must be in writing. The estimated magnitude of this procurement is less than $25,000.
