- Description
- In accordance with Simplified Acquisition procedures The National Cancer Institute (NCI), Cancer Information Service (CIS), Office of Communications plans to provide sponsorship for the North American Quitline Consortium to the American Legacy Foundation (ALF), 2030 M Street, NW, Washington, DC 20036. The CIS is responsible for supporting and encouraging the development of cancer information and education programs. As the nation=s foremost source of cancer information, the CIS applies a unique health communications model to bring the latest research findings on cancer prevention, detection, treatment, and supportive care to the nation. The ALF, a 501(c)(3) public charity established in March 1999, as a result of the Master Settlement Agreement (MSA) between a coalition of Attorneys General in 46 states and five U.S. territories and the tobacco industry, is dedicated to building a world where young people reject tobacco and anyone can quit. The ALF is committed to reducing tobacco use in the U.S. by promoting a range of cessation programs and has two goals to guide its work toward creating tobacco-free generations: 1) to arm all young people with the knowledge tools to reject tobacco; and 2) to eliminate disparities in access to tobacco prevention and cessation services. The AFL is currently finalizing efforts to create the North American Quitline Consortium, (NAQC), a collaboration with the American Cancer Society (ACS), Center for Disease Control and Prevention (CDC) and the National Cancer Institute (NCI) to maximize the number of US states with telephone quitlines in forming the National Network of Quitlines. Through the Consortium, leaders representing state and provincial health departments, quitline vendors, researchers and national organizations in the U.S. and Canada can come together to identify successful approaches to develop effective tobacco cessation services and programs. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 8, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
