Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch (SB) intends to procure on a sole-source basis with MJ Research Inc., 5350 Capital Court, Suite #102, Reno, NV 89502 for a Chromo4 module upgrade. A major focus of studies carried out in the Surgery Branch is the development of effective immunotherapies for the treatment of patients with cancer, many of which require the analysis of gene expression. These including the analysis of the expression of genes that encode antigens as well as proteins involved with antigen recognition in tumor cells as well as the expression of genes in T cells that play important roles in antigen recognition. One of the most important methods for analyzing gene expression, the real-time quantitative polymerase chain reaction (qPCR), requires the use of advanced instrumentation. The Chromo4 module upgrade incorporates a 96-well unit that will allow the SB Government owned MJ DNA engine to be upgraded to a qPCR instrument. This instrument is capable of simultaneously detecting 4 individual fluorochromes, and it can be easily customized to allow the detection of additional fluorochromes for future studies. The Chromo4 module employs a Photonics Shuttle, not available on other qPCR instruments, that rides above the sample plate to individually illuminate and detect each sample. This feature allows maximum sensitivity to be achieved with minimal crosstalk, yielding a high signal-to-noise ratio. In addition, use of the Photonics Shuttle results in an identical light path for excitation and detection, resulting in the elimination of any potential positional bias in sample readings. The MJ Research Chromo4 module upgrade is the only know piece of equipment that can upgrade the SB Government owned DNA Engine into a qPCR instrument. This is not a solicitation for competitive quotations; however, if any interested party believes it can meet all of the above requirements, they may submit a statement of capabilities. The Government?s intent is to upgrade one of its instruments, and capability statements offering a new qPCR instrument will not be considered. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on August 31, 2004. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
