- 1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for services to provide two socioeconomic analyses for an environmental analysis (EA) being done to assess the impacts of restricting or prohibiting mining activity on approximately 23 mining claims throughout the Coronado National Forest in southeast Arizona. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to Mark Hostetler at (520) 670-4532 by close of business Thursday, September 9, 2004. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-24. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 541690 and the size standard is $6.0 million. 6. One socioeconomic analysis is for the Greaterville Placer Mining claim on the Nogales Ranger District located 35 miles southeast of Tucson, Arizona. 7. The second analysis is for approximately 22 various mining claims: Douglas Ranger District, 2 sites located in Dragoon Mountains 2-5 miles south east of Dragoon, 1 site 30 miles southeast of Willcox; Sierra Vista Ranger District, 1 site 10 miles west of Sierra Vista, 1 site 10 miles southwest of Benson, and 3 sites within 2-5 miles of Sierra Vista; Safford Ranger District, 1 site in the Pinaleno Mountains near Grandview Peak 30 miles southwest of Safford; Santa Catalina Ranger District, 1 site 20 miles north of Tucson in the Catalina Mountains; Nogales Ranger District, 8 sites 10-20 miles northwest of Nogales, 4 sites 8-12 miles north of Patagonia. 8. Work requires that Contractor shall attend all office interdisciplinary team (IDT) meetings and all public meetings held as part of the NEPA review. There are 5 meetings scheduled for each Environmental Analysis each month starting in October, 2004 through March, 2005, approximately two hours each. 11. Research and preparation of NEPA documents shall include: Review of comments received during the scoping period to identify relevant socioeconomic issues prior to initiation of an impacts analysis. The review requires written descriptive text that defines the baseline socioeconomic environment that may be affected by the proposed action. This may include, but is not limited to, demographics, employment, income, housing, public services, economy, transportation and tourism; analysis of impacts to the socioeconomic environment due to restriction of mining, and preparation of a report of findings. This shall include an analysis of Environmental Justice impacts to meet the disclosure requirements established in Executive Order 12898, an analysis of cumulative effects to the community; identification of specific mitigation and/or monitoring requirements necessary to avoid or minimize significant socioeconomic impacts from the proposed action; and a review that addresses comments received during a public review of the proposed action. This may involve revision of document text and/or preparation of a written response to specific comments. 12. Deliverables shall be: Two Environmental analyses, written responses to comments on the EA, if applicable; administrative project files to include documents referenced in the EA and/or used in support of impacts analysis; telephone conversation records, and other written materials, such as meeting notes and e-mail messages related to the project. 13. Desired delivery date of analyses: 240 calendar days upon receipt of notice to proceed. 14. The contractor must possess, at a minimum, the following qualifications: a Bachelor?s or higher degree in a Social Science discipline (e.g., Planning, Economics) and significant experience in researching and preparing socioeconomic impacts analyses of mining activities. 15. Quoters must submit the following items to be considered for award: a lump sum price quote (all applicable taxes, if any, shall be included in the quoted price), proposed technical approach to complete this project, synopsis of related experience on similar projects completed within past 3 years with references and phone numbers of a contact person or persons for each reference, and a resume addressing education and experience requirements. Technical approach, past performance and related experience combined are equal in importance to price. 16.
