- I. PURPOSE OF WORK & BACKGROUND INFORMATION The Grand Mesa, Uncompahgre and Gunnison National Forests [GMUG]has an active oil and gas program. The GMUG currently implements oil and gas leasing under the Oil and Gas Leasing EIS and Record of Decision (ROD) (1993). This EIS and Decision made certain lands available and authorized for oil and gas leasing, and established surface use stipulations for protection of surface resources to be applied at the leasing stage. Interest in gas leasing on portions of the GMUG has increased in the past several years, and has resulted in a backlog of gas lease parcel requests needing to be processed. The major reason for the large backlog of gas lease parcels is that the lynx was listed as an endangered species since the 1993 Leasing EIS and ROD were completed. The GMUG Oil and Gas Leasing EIS must be updated to consider impacts to the lynx, and develop surface use stipulations for oil and gas activities that might occur in lynx habitat. The surface use stipulations will be needed electronically for all lands available for leasing on the GMUG that also contain lynx habitat so that those stipulations can be shown on the gas lease parcel records. The availability of GIS reduces the amount of time needed to prepare an individual gas lease parcel request. Most of the GMUG lands available for leasing have the surface use stipulations in an electronic format. However, the GMUG has identified that these data are not in an electronic format for lands on the Norwood Ranger District. Placing these data in a GIS format will decrease the time needed to process the parcels, and will also be used in Forest Plan revision process. Completion of these tasks will enable the GMUG to meet the direction of Executive Order 13121, which calls Federal Agencies to expedite the processing of energy-related projects.
