Description
NASA/GSFC is hereby soliciting information from small businesses or any other firms capable of meeting NASA's upcoming requirements to purchasing Silicon-on-Insulator (SOI) Wafers. Businesses are requested to provide detailed information demonstrating their understanding of the work requirements identified below as well as their qualifications, experience, and past performance history for such work. This information must be detailed because the purpose of this synopsis is to identify small business capable of performing this work. If no small businesses respond to this announcement or those that do respond are found to be incapable of meeting the requirements contained in the statement of work, this procurement will be conducted under Full and Open Competition Procedures. It is anticipated that this procurement will be awarded as a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite Quantity (IDIQ) contract. Within a period of five years, GSFC will order a minimum of 25 wafers and a maximum of 3,000 wafers. Delivery orders placed under this contract will be required to meet the following delivery schedule. POTENTIAL DELIVERY ORDER SCHEDULE: An order placed for 1 to 75 SOI Wafers shall be delivered in 6 weeks (SOI Wafers will be delivered in partial shipments). An order placed for 76 to 150 SOI Wafers shall be delivered in 6 to 8 weeks (SOI Wafers will be delivered in partial shipments). An order placed for 151 to 225 SOI Wafers shall be delivered in 8 to 10 weeks (SOI Wafers will be delivered in partial shipments). An order placed for 226 to 300 SOI Wafers shall be delivered in 10 to 12 weeks (SOI Wafers will be delivered in partial shipments). The SOI Wafers shall meet all the following specifications and (1) identify equipment and method used to measure flatness (bowing); (2) 100% of the wafers shall be measured; and (3) test data for 100 percent of the wafers shall be provided with product. SPECIFICATIONS: SOI Wafers for Microshutter Project Overall wafer Diameter: 100 +/- 0.5 mm Flat orientation: <110> Backside finish polished with silicon oxide TTV overall: < 2 micrometers Voids/ Pinholes: none Edge chips: none Wafer bowing: < 20 micrometers Device layer Thickness: 120 +/- 2 micrometers Grow method: FZ Orientation: <100> +/- 1 degree Dopant type: N-type Dopant: Phosphorous Resistivity: >1000 ohm-cm TTV: < 1 micrometer Buried oxide Thickness: 0.3 +/- 0.01 micrometers Grow method: thermal Handle wafer Thickness: 350 +/- 2 micrometers Grow method: CZ Orientation: <100> +/- 1 degree Dopant type: N-type Dopant: Phosphorous Resistivity: 1~10 ohm-cm No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 15 pages or less indicating the ability to perform all aspects of the effort described herein. Interested offerors/vendors are to ALSO SUBMIT A SAMPLE SOI WAFER BUILT IN ACCORDANCE WITH THE ABOVE SPECIFICATIONS. The sample SOI Wafer will not be returned to the offeror. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Katherine A. The Building 16W Shipping and Receiving dock is open from 7:30AM to 3:30PM, Monday through Friday, except Government holidays. Contractor personnel conduct the GSFC receiving function, which includes mailroom operations. There is public access to the Building 16W Shipping and Receiving Dock. GSFC passes, badges, escorts, etc. are not required for access to the receiving dock. Please reference NNG04069400L in any response.
