Description
NASA/ARC has a requirement for a second and third harmonic generation (SHG and THG) of 608-687nm laser light to produce 203-229nm. The unit must be autotracking. Beam diameter of dye laser ~ 5.5mm AT-III-UV Harmonic Generation System including controller and optical assembly for UV generation of a vertically polarized laser and including FR-f reflective filter, Neutral Density Filters, and Adjustable Height Legs (AHL-1) NASA/ARC intends to purchase the items from Inrad, Inc., of Northvale, New Jersey. Only the Autotracker III, from Inrad, fulfills our requirements. They manufacture the frequency-tracking units as well as the nonlinear optical crystals needed to triple the frequency of our laser to reach the 203-229nm range. Competing systems either may reach our wavelength requirement of 203 nm or they do so by frequency doubling the dye laser output. Our dye laser is not equipped to operate in the wavelength region (406-458nm) where the frequency doubling the output is an option. We already have a significant amount of Inrad components for other lasers in our laboratories and would like to maintain compatibility with the existing lasers and data acquisition systems. The specific system under consideration is composed of the following: BBO-2 Crystal, 8 x 10 x 6.5mm, type I, q=637.4?, for SHG of 542-820nm to generate 271-410nm, or for THG of 774-1165nm to generate 258-388nm, MgF2 protectively coated, mounted in a 561-044 cell without windows. BBO-C Crystal, 8 x 10 x 8mm, type I, q=65?, for SHG of 423-480nm to generate 211-240nm, or for THG of 608-687nm to generate 203-229nm, MgF2 protectively coated, mounted in a 561-044 cell without windows. Compensators: 1) CB-4S6 Compensator Block for 6/6.5mm BBO SHG; 2) CB-4T8 Compensator Block for 8mm BBO THG or Mixing. Filters: 1) FR-4 Reflective Filter for 198-220nm; 2) FR-2 Reflective Filter for 217-235nm; 3) FC-1 Color Filter for 270-310nm; 4) FC-2 Color Filters for 310-350nm. Rotators: 1) 741-251/01 Quartz Rotator for 277-311nm; 2) 741-251/02 Quartz Rotator for 311-362nm. 752-104 UV Harmonic Separator. Polarizations: Doubling: 542-700nm dye ? vertical; 271-350nm output ? horizontal; Mixing: 542-700nm dye ? vertical; 304-343nm doubled dye - rotate to vertical; 203-229nm output ? horizontal; The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than11: 30 a.m. local time on September 1, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Any questions or comments can be faxed to Donella Franks at 650-604-0270, or emailed to Donella Franks at dfranks@mail.arc.nasa.gov. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
