Description

The Naval Air Systems Command, Patuxent River, MD, has a requirement for engineering and program management support including investigations and integration analyses for the PMA280 Program Office on the TOMAHAWK All-Up-Round (AUR), and its associated systems and subsystems. This acquisition will include systems engineering, development, production, post-production and technical support services for the Tomahawktm All-Up-Round (AUR) Missile Program, the Tactical Tomahawk Missile Program and the PMA-280 portion of the Tomahawk Weapon System (the TWS encompasses all aspects of the Tomahawk missile ? the AUR, the Weapon Control Systems, Mission Planning, shipboard interfaces, etc.). The services provided by this contract will include a range of engineering / scientific investigations and technical integration analyses in the areas of: 1) unique mechanical, electrical, software design and integration analyses; 2) aerospace analysis; 3) conventional and nuclear safety analysis; 4) integration and interface analysis; 5) production/post-production engineering and analysis; 6) reliability and service life analysis and; 7) system requirements and integration analysis. Specific areas included in this effort will be the air vehicle including its launch canisters and capsules, associated avionics and guidance systems, propulsion systems, fuel system, pneumatic system, mechanical and pyrotechnic subsystems, electrical power system, operational flight software and missile performance characteristics. Also provided will be systems engineering and technical support for the assessment of advanced concepts and development of Tactical Tomahawk missile variants. These tasks apply to post-production support of the currently fielded Block II and Block III missiles, production support of the Block IV Tactical Tomahawk during LRIP and FRP, and support for the development and production of future missile designs and subsystems. The Contractor support team shall operate in close proximity to Program Office at its present locations (Patuxent River, MD and Tucson, AZ). The applicable NAICS code is 541330. This is a notice of intent to request a proposal and negotiate with Science Applications International Corporation (SAIC) 1213 Jefferson Davis Highway, Suite 1200, Arlington, VA 22202-4304, (Cage Code 1HKR9) on an other than full and open competitive basis. SAIC is the only contractor who has the technical experience, data, and facilities necessary for performance of this effort. The proposed action will be a Cost Plus Fixed Fee (CPFF) contract and the estimated period of performance for the contract will be 12 months, with four 12-month option periods.
