Description
The US Army Corps of Engineers requires services for the upgrade the existing aerial electrical service at the Army Corps of Engineers Fort Mifflin Distribution Center located in Philadelphia, Pennsylvania. The existing electrical service is a 4160/ 2400 volt three-phase system extending approximately 5,700 feet on approximately 51 wooden poles which serves the Fort Mifflin complex, the National Guard, and the historic site at Old Fort Mifflin. This system shall be replaced with a new 13.2 kV three-ph ase system that shall parallel the existing power line route with new poles and new cable. A substation complete with step down transformer shall be provided next to the Fort Mifflin loop feed switch to reduce the service back to 4160/2400 volts for distri bution on site via the existing power network. Old Fort Mifflin shall also be re-fed by running a 5 kV aerial cable from the new substation. Individual metering shall be provided for each of the three users with power being maintained to all users during t he construction period to the maximum extent possible. Coordinate all work with PECO Energy Company; including the replacement of the existing PECO service drop and metering equipment that will require replacement due to the increase in service drop voltag e. Downtime shall be scheduled at least seven days in advance and shall be limited to no more than 2 hours per occurrence. The Contractor shall coordinate their work with Mr. Harry Faulls (215-365-1892) at the Fort Mifflin Project Office and with the local utility company. This acquisition is using the procurement process prescribed in Part 12 of the Federal Acquisition Regulations. Quotes will be reviewed for completeness in satisfying the requirements of the RFQ. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the best terms of the offeror. The Request for Quotation Number (RFQ) W912BU-04-T-0092 will be available on the Internet Web pages on or about 20 August 2 004. Hard copies will not be available. No written or fax requests will be accepted. Contractors shall download this RFQ and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the RFQ. The official media of distribution for the RFQ is the Internet Web Page. All amendments to this RFQ will be posted to the Internet web page at the above address. Hard copies will not be furnished. It is the contractors responsibility to monit or the web page for any amendments. Interested contractors must register on the Internet Web page. If any of the contractors information changes during the advertisement period, contractors are responsible to make changes to their user profile on the In ternet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFQ and Amendments. Contractors are responsible for printing copies of the RFQ and any amendments. Quotes will be due on or about 9 Septe mber 2004. NAICS code is 221122 with a size standard of 4 mil megawatt hours. All contractors are required to be registered in the DOD Central Contract Register before award as required by DFARS 204.7300.
