Description
Provide Design and Construction services to accomplish Phase I construction of the Urban Warfare Training Center for the Israeli Defense Forces near Ze' elim, Israel. The total project will consist of approximately 43,000 square meters of built up a rea; this contract will accomplish the full design and provide for construction of two of five training areas, along with the entire site infrastructure. The contractor will be provided a general Master plan, and fully designed layout of the main road syst em, along with a concept of the Phase I construction. The building construction will be accomplished using precast units. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States fi rms only. This procurement is subject to the requirements of FMS and the U.S. Balance of Payments Program set out in FAR Subpart 25.3 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials su ch as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solicitation. The estimated cost of this combined project is estimated to be in the range of $5,000,000 - $10,000,000. The period of performance is for 18 months. The estimated solicitation date of this contract is 1 October 2004. Potential offerors are encoura ged to submit their company name, mailing address and telephone, fax number and e-mail address of an English speaking contact by the response date noted below. Requests for solicitation documents s hall be submitted by 28 September 2004, 4 pm Central European Time, in order to assure timely issuance of the documents. Telephone requests will not be accepted. The solicitation, including concept project plans and specifications, will be issued free o f charge in electronic bid set format (CD ROM) and limited to one (1) set per offeror. A pre-proposal site visit will be planned on a date to be determined but will be around the last week of October timeframe. Specific dates and other information regard ing the site visit/pre-proposal conference will be contained in the solicitation documents.
