Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number FA7000-04-R-0079, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, Effective 19 Jul 2004 & Class Deviation 2004-0001. The North American Industrial Classification System (NAICS) number is 336413. This is restricted to small business concerns only. This is a Sole Source Only Acquisition approved in accordance with 6.302-2. The Government intends to award a contract on a sole source basis to FRASCA International Incorporated. The United States Air Force Academy has an unfunded end of year requirement for products/services identified below. 1. This is a combined synopsis/solicitation (RFQ) only, and as such shall not be construed in any manner whatsoever as an obligation on the part of the government to enter into a contract. 2. This is an unfunded requirement and will not be purchased unless funds become available. The required product/service description is outlined in Attachment 1, Statement of Work. The Line Item Description is provided as follows: Line Item 0001, Complete Global Positioning System [GPS] Upgrade Package [hardware and software] for all 8 FRASCA 241 Flight Simulators. The upgrade package should consist of all equipment and material [including parts], as well as software and othe related items necessary to incorporate GPS information and displays into the Air Force Academy?s eight [8] FRASCA 241 simulators. The GPS upgrades must include all GPS related equipment and cockpit displays as well as GPS navigation software supporting enroute navigation and GPS aided approaches and departures. The GPS upgrades must be compatible with existing USAF Academy simulator software and hardware. The contract should include a 1-Year warranty against hardware and software problems associated with the GPS upgrades. Please provide a delivery schedule/period of performance and all costs associated with the GPS upgrades with your proposal. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, and no addenda applies. The provisions at 52.212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 14, 15, 16, 17, 18, 19, 20, 30 and (c) 1, 2. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration. Proposals may be faxed to the attention of Cherish Driver, 719-333-9103 or emailed to cherish.driver@usafa.af.mil. STATEMENT OF WORK FOR FRASCA INTERNATIONAL, INC. GPS UPGRADES 1. Scope of Work. The contractor shall provide all equipment and material (including parts), as well as software and other related items necessary to incorporate Global Positioning System (GPS) information and displays into the Air Force Academy?s eight Frasca 241 simulators. The GPS upgrades must include all GPS related equipment and cockpit displays as well as GPS navigation software supporting enroute navigation and GPS aided approaches and departures. The GPS upgrades must be compatible with existing USAF Academy simulator software and hardware. The contract should include a 1-year warranty against hardware and software problems associated with the GPS upgrades 2. Contractor Experience. Support shall be provided by qualified technicians with at least one year experience troubleshooting and repairing Frasca simulator systems. 3. Equipment/Software List. Contractor will provide a description of the necessary hardware and software to incorporate GPS information into USAFA flight simulators to the 50th Education Squadron Commander for final approval before purchase. 4. Payments. Payments will be made in accordance with the terms of the contract. . 5. Invoices.
