- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code applicable to this solicitation is 421450, Medical, Dental and Hospital Equipment Supplies, Wholesalers, and the small business size standard is 100 employees. This is a full and open competition (unrestricted). The VA Healthcare Network Upstate New York at Bath intends to purchase a Kay Elemetrics complete digital strobe system or equal, consisting of a rhinolaryngeal stroboscope model 9100B, rigid endoscope model 9106, 35mm camera model 9211/with lens coupler model 9116 with single ?? CCD sensor; a digital video capture recording system model 9200B with all applicable hardware and software for recording examinations and interfacing to camera, light source and printer ? salient characteristics of system includes computer system, added special boards for video acquisition, camera control, light source interface; provides necessary diagnostic evaluations of laryngeal anatomy, physiology and function; allows for differential diagnosis of laryngeal pathologies, enabling ENT and Speech to earlier detect laryngeal, nasal, oral and pharyngeal cancers. This solicitation document incorporates Federal Acquisition Regulation (FAR) provisions and clauses, in effect through Federal Acquisition Circular 2001-24, and VA Acquisition Regulation (VAAR) clauses as follows: 52.211-6 brand name or equal;52.212-1 instructions to offerors commercial items; 52.212-3 offeror representations and certifications commercial items; 52-212-4 contract terms and conditions ? commercial items; 52-212-5 contract terms and conditions required to implement statutes or executive orders ? commercial items w/(b)(11),(12),(13),(14),(15),(16),(19)(ii) and (25) checked; and 852.270-4 commercial advertising. The provision at 52.212-2, evaluation of commercial items, applies to this acquisition. The evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the item offered to meet the Government requirement, (2) past performance and (3) price. The system offered must meet all the salient characteristics specified herein to be considered for award. Award will be made to the offeror proposing an acceptance system at the lowest overall price.
