Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Solicitation SP4700-04-R-0025 is a Request for Proposal (RFP). This requirement is a sole source requirement to PR NEWSWIRE ASSOCIATION. The contractor shall provide Web-based media services, which will adequately support the Defense Logistics Agency (DLA), Public Affairs (DP) in disseminating all public news releases to targeted journalists, corporate desktops, online newsrooms and a clipping service to work desktops, anywhere in the world. Delivery should be to more than 3,500 databases, Congress and White House news systems. Distribution should be customizable to identify and distribute to news media outlets within defined trade organizations, general interest areas and postal zip codes. Additionally, the contractor shall provide Web-based media services which will adequately support the Defense Logistics Agency Public Affairs Office in gathering published and printed articles highlighting or mentioning Defense Logistics Agency and its Field Activities. The service provider should be able to identify such published articles using pre-selected search criteria established by DLA Public Affairs and its Field Activities and provide the complete listing of items recovered from all published outlets with on-line access and all on-line-only news sites and news services. Recovered articles should be e-mail able and delivered to ?mailboxes? within DLA DP as designated by DLA DP. Lastly, the contractor shall provide and maintain, for use by authorized and designated members of DLA DP and DL, a configurable database of news media journalists and editors which is easily accessed and able to compile a group of recipients of Agency news based on DLA-provided search and compile criteria. This data base should be inclusive enough to ensure that news and feature stories about DLA and its Field Activities can be provided to writers and broadcasters responsible for reporting across the spectrum of DLA?s businesses. 2.0 BACKGROUND: The DLA, Public Affairs Office, is responsible for distributing any and all DLA and DLA Field Activities? news and information to thousands of targeted trade and special interest press. It is equally important to receive ANY print media information that is published on a daily basis, 24 hours-a-day, 7 days-a-week, in order to respond in a timely manner and keep agency leaders informed about activities and events that have been reported on and published in multiple outlets. GOALS: To organize the process for distributing news releases and receiving copies of published articles related to DLA. To have an unlimited number of electronically distributed news releases generated by the DLA HQ and DLA Field Activities? Public Affairs Offices. (These releases are event-driven and cannot be accurately predicted for budgeting purposes). To have releases of unlimited length ? at no additional charge -- and to be able to distribute nationwide, regionally, by state, by category, by selected trade publications and by zip codes. To receive published media information and articles on a daily basis, 24 hours-a-day, 7 days-a-week and to provide those ?clips? to the DLA leadership and Field Activity Commanders NLT 7 a.m. daily. To be able to quickly compile selective groups of news reporters, from established databases, identified to receive specific information about the Agency to support Public Affairs? and Legislative Affairs? operations. Database should include the individual?s position within the news organization, areas of reporting, contact information and preferred method of receipt of information. TIMELINES: This contract should run for one year from date of award plus four one-year options. This service is a constant on-going requirement of DP and the DLA Field Activities? Public Affairs Offices. The contract line items are CLIN 0001, PR NEWSWIRE media support for Public Affairs, quantity 1 year; CLIN 0002, Option Year 1, PR NEWSWIRE media support for Public Affairs, quantity 1 year; CLIN 0003, Option Year 2, PR NEWSWIRE media support for Public Affairs, quantity 1 year; CLIN 0004, Option Year 3, PR NEWSWIRE media support for Public Affairs, quantity 1 year; CLIN 0005, Option Year 4, PR NEWSWIRE media support for Public Affairs, quantity 1 year.
