Description
The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring full food services, including formal table and special event services, at the U.S. Coast Guard Academy, located in New London, CT. The contractor shall provide all food, expendable supplies, personnel, supervision, materials, and other items necessary to provide full food service at two adjacent dining facilities (Cadet Wardroom and Coast Guard Dining Facility), a medical clinic, other locations on the Academy grounds, and at Stonington Lodge, Stonington, CT. One food preparation area is provided to support all food service requirements. The Cadet Wardroom serves three meals daily to Cadets. During the week, family style meals are served for breakfast and lunch, and dinner meal is buffet. On weekends, wardroom meals are served buffet. The Coast Guard Dining Facility provides buffet and family style meals for the Coast Guard?s Officer Candidate School, and cafeteria -style meals for Academy?s permanent party staff and the Leadership and Development Center (CWO Indoc., OINC School, PCO School, etc.). The Academy also has a requirement to provide food services for special events and functions and the Academy Clinic. Special events and functions require higher culinary and artistic quality. These events may be held at various Academy locations (indoors and outdoors), and at Stonington Lodge, Stonington CT, which is located approximately 10 miles from the Academy. Meals are provided on trays to 10-12 patients daily at the Coast Guard Health Care Facility. The contractor shall possess proven ability to provide quality full food service, with emphasis on food variety and proven experience in a college environment. This requirement will be a full and open competition. The NAICS code is 722310 (Full Food Service). The Small Business Size Standard is 17.5 Million. The Request for Proposal (RFP) will be available electronically, on or about 1 September 2004, by accessing Coast Guard website http://www.uscg.mil/mlclant/fdiv/fdiv.html. All firms will be responsible for obtaining the RFP from this site. The RFP shall include a base year, 1 April 2005 through March 31, 2006, plus four one-year options and five award-term years for a total of 10 years. Performance and payment bonds and subcontracting plan will be required. Services do not fall under the provisions of the Randolph-Sheppard Act, 20 USC 107-107e.
