- Description
- The Broadcast Board of Governors/International Broadcasting Bureau (BBG/IBB) intends to negotiate on a sole source basis with Anystream, Inc., 21335 Signal Hill Plaza, Sterling, VA 20164 and Snader and Associates, 250 South Harding Blvd, Roseville, CA 95678. This procurement is in accordance with the Federal Acquisition Regulation (FAR). The statutory authority which permits other than full and open competition that is applicable to this procurement is, as stated in FAR 6.302-1, under the authority of 41 U.S.C. 253 (c)(1) which permits other than full and open competition when the supplies or services acquired by the Agency are available from only one responsible source and no other type of supplies or services will satisfy the Agency's requirement. The Broadcasting Board of Governors has a requirement for the necessary supplies and services to replace the existing Internet Streaming equipment and software with Government furnished equipment loaded with Anystream's Enterprise Agility Internet Streaming automation software resulting in a centrally managed and fault tolerant system; the Contractor shall integrate the new system with IBB's Wallchart scheduling software; intergrate the new system with IBB's Content Delivery Network and Web Page management system; the Contractor shall ensure interoperability with IBB's existing Audio/Video distribution, LAN network, firewall and anti-virus protections and the Contractor shall also provide ongoing maintenance and support for the system. Any questions regarding this Notice shall be in writing and submitted to the attention of the Contracting Officer. All written expressions of interest shall specifically reference this CBD Notice by its title and date of publication. No telephone inquiries will be accepted. Interested parties shall submit written responses including prices and technical data that is sufficient to determine its capability to meet this entire requirement without the need for further information. All responses must be received in this office within 10 calendar days after publication of this Notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice. Information received will be reviewed to determine if a comparable source, more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Anystream and Snader without further notice. Delivery: FOB Destination, Washington, DC.
