Description
The response date is corrected from August 27, 2002, to August 27, 2004. ******************************************************************************************** The Bureau of Reclamation, Denver Federal Center, PO Box 25007 (D-7810), Denver, CO 80225, has a requirement for a Security Event Management Tool (SEM). This requirement is a result of a Bureau directive and will enable security staff to correlate the large amount of data collected into one centralized system to optimize Reclamation's Incident Response Capability (IRC) and IT forensics potential. The SEM is a software tool which collects and reposits security event data from various Information Technology (IT) systems and devices. The SEM is to allow security staff to analyze, assess, and track specific and a combination of security events. The SEM will initially be deployed in the Denver Office (DO), Denver, CO, Perimeter and Security support of locally supported devices, servers, and enterprise systems (e.g., RECNET). After the initial implementation in Denver, the SEM product will be deployed Reclamation wide as an integral component of IT security practices and procedures. Other potential locations include Washing D.C., and Sacramento, CA. The SEM should be deployed out to the rest of Reclamation as requirements arise and funding become available. This deployment will entail development of base SEM practices, creation of a cadre of trained and experienced security staff users, and establishment of a documented body of Reclamation specific SEM experience. The requirement consists of the SEM software, software maintenance and technical support, installation and implementation services, as well as on-site training. A proof of concept will be required to ensure that the tool meets the requirements stated herein prior to award of the contract by the apparent successful offeror. This will also allow Reclamation the opportunity to test the integration of all system components. The proof of concept is to be performed the week of September 13, 2004, and should take approximately 2-3 days. The SEM software is to be delivered by September 20, 2004. In response to the solicitation, all responsible sources may submit a quotation which will be considered by the agency.
