Description
Operational Contracting, US Air Force Academy intends to award a sole source purchase order (PO) utilizing simplified acquisition procedures to CoachCOMM of Auburn, AL for the acquisition of a commercial item (audio headset system) to be used for sideline to press box game day coach and player communications at all NCAA Division One Falcon Football games. The sole source to CoachCOMM is due to their unique ability to customize their product to fit the capabilities described below. This product is being acquired for the Athletics Department and must have the following capabilities: (1) Wireless Sideline Communication Devices, in order to allow sideline coaching staff to freely roam. (2) Frequency Agility - In order to eliminate frequency interference, the headset system must be agile. Frequency generation must be developed via frequency synthesis and the system must be capable of 25khz channel spacing within the broadcast TV frequency spectrum (400Mhz-800Mhz). In addition, the headset system manufacturer must be capable of providing a recommended frequency coordination list/file for each NCAA Division One Falcon Football Game. (3) Radio Frequency (RF) Encryption, in order to ensure sideline to press box communications is not intercepted, all RF transmissions and receptions must be encrypted. (4) Talk/Intercom Channels - The headset system must have a minimum of 8ea Talk/Intercom channels. In addition, each wireless sideline communication device must be capable of selecting up to 3ea channels without any system modificaion. (5) Back-up Power - The headset system must have built in back-up power capabilities to include an Uninterruptible Power Supply. (6) Hard-Wired Redundant Back-Up Sideline Capabilities - In the event of a loss of sideline wireless transmission/reception capabilities, the headset system must have built-in hard-wired redundant capabilities. (7) The vendor must be an authorized warranty repair station with a 5-day equipment turnaround time and next-day air equipment replacement during the warranty period. In addition, the vendor must be authorized to assemble and fully test all equipment and will meet or exceed the standards set forth in the equipment manufacturer's equipment specification guide. (8) The vendor must be able to provide after hour, 7-day a week technical phone support. (9) The vendor must be able to provide training in use of the headset system. (10) FOB Destination (11) Delivery is as soon as possible after receipt of order, as the first football game is 4 Sep 04. This is a sole source procurement IAW FAR 6.302-1. This notice of intent is NOT a request for competitive proposals. All responsible sources may submit a quotation which will be considered by the agency. Interested vendors must be able to comply with above noted capabilities in order to be eligible for award. They may identify their interest and capability to meet this requirement by submitting a quotation for this acquisition before 3:00 PM Mountain Time, 25 August 2004, via e-mail (preferred method) to Lana.Skinner@usafa.af.mil, or via fax (719-333-9103 Attn: Lana). Along with your quote, please supply the following information: (1) Confirm your quote is valid thru 30 Sep 04. (2) Note how many days until delivery after receipt of the order. (3) Your CAGE code. (4) Your Federal Tax Identification Number. Note that if no responses are received by the above date and time, a sole source PO with CoachCOMM will be pursued. Also note that no reply is necessary if you are not interested in supplying this requirement. Anticipated award date is no later than 30 Sep 04. ***No telephone calls please, e-mail preferred***
