Description
This is a combined synopsis/solicitation for commercial items prepared for the format in Subpart 12, as supplemented with additional information included in this notice. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is contracting for subject-matter experts to support the Canine Operations Branch (COB). The experts will work with the ATF canine operations details and establish basic odor recognition testing and proficiency training to the ATF trained canine teams and non-ATF trained canine teams. Also, the experts will speak, present, and assist the ATF with canine research projects. The subject-matter experts will give presentations on basic odor recognition testing, proficiency training/protocols and support to field divisions. Depending on the requests for presentations the ATF receives, each expert will give an estimated 20 presentations per year. The experts may also interview state/local departments who inquire about the canine program or receive an ATF trained canine. In addition, the experts, upon request by ATF, will provide advisory services to the ATF canine operations branch on proficiency matters in the field involving explosives incidents requiring canine assets (e.g., the sniper investigation, G8, Super Bowl, DNC, RNC, Olympics, etc). The experts may have to travel to various locations for these consultations. The performance period shall be 12 months from the date of award of the contract, with one option year (12 months). If it is deemed that further assistance is needed beyond the option year, a new contract will be awarded. The Chief, COB, will provide assignments to the experts. The experts will develop all presentation materials used in conjunction with talks and/or demonstrations to law enforcement, fire service, and the public on ATF?s canine efforts and related ATF fire and explosives resources. The presentation format will be at the discretion of the experts, but the content must receive written approval from the Chief, COB. As requested by the ATF canine operations branch, the experts will arrange for and schedule interviews with canine handlers domestically. The experts will assist the canine handlers in their development of their daily proficiency protocols. The experts shall maintain all related files on the interviewees and perform other related administrative duties required by ATF for the interviews he/she conducts, as well as interviews conducted by the ATF trained canine handlers. The experts shall, at the request of ATF, provide verbal assistance on case consultations involving bombing and arson cases or other ATF-related matters as it pertains to canine use. The experts shall contact the branch chief at any time during the various assignments to inform him/her of the progress of any assignment and issues or problems that could impede or affect the assignment. The experts shall travel, as requested, to various locations to meet law enforcement and fire service agencies nationwide, as well as to the COB in Front Royal, Virginia. The experts shall be available a minimum of at least one day a week at COB. All attempts will be made by the COB to schedule the experts presence at the COB around or during their weekly meetings. The experts shall maintain a liaison with the International Association of Bomb Technicians and Investigators (IABTI), the National Bomb Squad Commanders Advisory Board (NBSCAB) as well as State and local fire and police agencies. The experts shall sign a non-disclosure agreement. The ATF will provide the experts ATF workspace to perform the necessary duties. The experts may be former special agents, criminal investigators or bomb technicians with canine handler experience, who possess expert knowledge and experience in the areas of fire and explosives investigation. The experts shall have extensive formal fire or explosives training and preferably be a current or former member of the International Association of Arson Investigators, the International Association of Bomb Technicians and Investigators or served as a bomb technician. The experts shall possess in-depth knowledge and understanding of the scope of the ATF?s law enforcement mission. Within seven days of contract award, the Chief, COB, will provide the contractors with a preliminary list of scheduled presentations and locations, as well as an interview list of State and local law enforcement departments. Five days prior to a scheduled presentation, the contractors shall provide a draft presentation for review and concurrence. The experts shall meet with the ATF COB Chief weekly, and attend other meetings as requested; prepare and implement a comprehensive logistical plan prior to Odor Recognition testing; prepare and assist with implementation of canine proficiency training; prepare and provide up to 20 Explosive/Accelerant Detection Canine presentations per expert to various groups domestically over a 12 month period; conduct various law enforcement department interviews domestically; and attend a minimum of 4 each meetings per month at COB, Front Royal, VA. The Contracting Officer?s Technical Representative will be responsible for monitoring and assessing contractor performance and deliverables, receiving and accepting the deliverables, and keeping the contracting officer informed of any issues that may affect performance under the contract. Pricing shall be submitted on a firm-fixed price basis for support services at a fixed monthly rate plus travel. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 460000000937SQ. The following provisions and clauses are incorporates into this RFQ by reference and no addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 212-4, Contract Terms and Conditions-Commercial Items; FAR 212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Each offeror shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. No additional FAR clauses apply. This requirement is a set-aside for small business. The NAICS code is 611699 with a size standard of $6,000,000. Offerors will be rated on past performance and experience. Past performance and experience when combined, are more important than price. Award will be made on a best value basis and a firm-fixed price contract will be issued for this requirement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All potential offerors must be registered in the Central Contractor Registration database (www.ccr.gov) prior to award. This solicitation closes at 5:00PM September 2, 2004.
