Description
The purpose of this notification is to provide answers to questions received to date regarding solicitation 200-2004-Q-01613. Question 1: The solicitation states that the laboratory be "certified and well-equipped." What specific certification do you require? And what proof of certification would be necessary? Answer 1: We request proof of meeting the requirements of ISO 17025. Question 2: When specifying what test method to use, I've noted that in some cases a CDC method is cited while in others the contractor is given the opportunity to use their own test method. What sort of documentation and validation are required for the contractor test methods used? Also, can you provide a list of the specific CDC methods that are to be used? Answer 2: The CDC method is: "Protocol to measure the quantity of nicotine contained in smokeless tobacco products manufactured, imported, or packaged in the United States." It can be found in the Federal Register (1997;62:24116-9). Results from the Standard Addition assay (described in the CDC protocol) can be provided as documentation that the assay is working properly for them. For other methods used by the contractor, they would need to provide a written description of the method, and copies of their standard curves and QA/QC documentation. Question 3: In the solicitation, it is noted that the Period of Performance is "from date of award through 6 months from date of receipt of the smokeless tobacco products." Do you have an idea of how long the bid evaluation and award process will take (and when the winning contractor might begin to see samples in their laboratory)? Answer 3: The estimated award date is August 31, 2004. We anticipate that the smokeless tobacco products would be provided to the contractor within 4-8 weeks of award of the contract.
