Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W912LL-04-T-0011 is issued as a Request for Quotations. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circ ular 24, dated 7/19/04. This procurement is set-aside 100% for small business under NAICS code 488190, small business size standard of $6.0 million. The North Dakota National Guard is requesting quotations for the Custom Installation of KLN90B GPS Receiv ers (provided) into five UH-60 Blackhawk Helicopters. Offers will be evaluated as to the best value to the government, price and other factors considered. Award will be made based on the best value to the Government. All technical evaluation factors other than cost and price, when combined, are equal to price. Installation of five KLN90B GPS Receivers into five UH-60 Blackhawk Helicopters. To include installation of GPS Annunciators/switches, King KI202 Indicator, GPS Cooling Fan, Blind Encoder and Night Vision Goggle NVG upgrade. Electrical components and installations shall be designed and built to meet the requirements of MIL-STD-461D. The Government will furnish (GFE) the KLN90B GPS (KLN0090B-21 kit) with antennas. Installation must be In Accordance With AMCOM Air Worthiness Release 1169 (AWR1169). Vendor must have technicians with the appropriate skills/certifications to meet AWR 1169 criteria. The location of work must be reasonably close to the Army Aviation Support Facility in Bismarck, ND. The vendor must be flexible on when aircraft can be delivered for work and its timely completion to allow for continued flight operations as the mission dictates. The vendor must have appropriate facilities to hangar the aircraft during completion of work. The provision at FAR 52.212-3, Offeror Representations and Certifications (Jul 2002) applies to this acquisition. A completed-signed copy of this provision must be submitted prior to award.
