Description

The Department of Justice, Justice Management Division, Procurement Services Staff, intends to negotiate a sole source contract with Aspen Law and Business, for subscriptions to the updates and supplements for various legal publications. The Aspen publications contain copyright protected information, which is utilized by Department attorneys for research and trial preparation. The following is a representative list of the publications: Administrative Law Treaties, Banking Law and Regulations, Civil Discovery and Depositions, Inside Litigation and Trial Ethics. These publications contain narrative analysis, criticism or evaluation of current legal issues, case law and/or statutes, which are organized and indexed for research. The required Aspen publications are copyright protected and thus Aspen is the only known source for the updates and supplements to the Departments existing Aspen publications. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. No solicitation document exists. Interested parties must respond within ten (10) days from the date of this announcement, with a written statement of capability that convincingly demonstrates that they have the ability to provide the Department of Justice with all of the Aspen copy righted publications. The solicitation will not be distributed on the General Services Administration web-site Http://www.fedbizopps.gov. Responses received as a result to this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed contract will supply Department locations nationwide. The anticipated period of performance is one (1) year and may include options for up to a total of thirty-six (36) months. Responses must be submitted to the address shown in this announcement.
