Description
The 375th Contracting Squadron at Scott AFB Illinois intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of Blue Coat Systems Software. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2001-23 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System Code (NAICS) is 443120, size standard 500 employees. The contractor shall provide the following: 3 Blue Coat Systems 800-2, 2x10/100BASE-T 1 YR P/N: 080-02690; 3 Blue Coat Systems Software, SGOS 3.x, 800-3 - 90 day P/N: 070-05098; and 3 Blue Coat Systems GOLD SERVICE, 1 YR, 800-2 Appliance 0 None P/N: 070-05097. Price to include delivery. Please acknowledge all requirements on quotations. FOB destination is desired by the Government. FOB point is Scott AFB, IL. The required delivery date is 15 days ADC. Contractor shall provide all materials, labor, and transportation necessary to deliver the items. Offerors must provide warranty information specific to all equipment. Award will be made to the offeror whose proposal represents the best value to the Government. We are accepting both open market and schedule pricing and will award based on the best value to the government. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (Feb 1998) and FAR 52.252-2 (Feb 1998), the following provisions and clauses are incorporated by reference: FAR 52.211-6 Brand Name or Equal; FAR 52.212-1, Instructions to Offerors, Commercial Items (Oct 2000); FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) Subparagraph (a)The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor(s) shall be used to evaluate offers: (ii)Price. OFFERORS MUST INCLUDE WITH THEIR PROPOSAL a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jul 2002) and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (NOV 1995) with their quote. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002) (DEV) is tailored as follows: subparagraph “c” is changed to read: Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as changes in paying office, appropriations data, etc. which may be changed unilaterally by the Government. Destination (Nov 1991). FAR 52.253-1, Computer Generated Forms; FAR 52.252-6, Authorized Deviations in Clauses. In accordance with DFARS 252.204-7004 Alt A, Required Central Contractor Registration (Nov 2001), prior to receiving any contract award, CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACT REGISTRATION (CCR). If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://ccr.gov. On-line registration with the CCR is also available at the Small Business Administration Internet address (www.sbaonline.sba.gov). Confirmation of CCR registration must be obtained before award can be made. Any award resulting from the solicitation will include DFARS 252.237-7003, Electronic Submission of Payment Requests. Department of Defense (DoD) Appropriations Act of 2001, Section 1008 Electronic Submission and Processing of Claims for Contract Payments requires that any claim for payment under a DoD contract shall be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at NO COST to the contractor and training will be provided. Information available at no cost is located at http://www.wawftraining.com. The award will also include DFARS 252.246-7000, Material Inspection and Receiving Report.
