Description
This is a market survey. The Space and Naval Warfare Systems, Charleston (SPAWAR Charleston) is soliciting information for the purpose of identifying potential vendors for HF transmitters and receivers meeting the requirements identified in the following paragraphs. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for a firm fixed price, commercial item type contract. General Requirements: Potential vendors should only provide information on equipment that meets ALL of the following general system requirements. (1) Due to the space constraints at the installation location, the equipment must be configurable so that 3ea-1kW transmitters (exciters and power amplifiers) plus 9ea- receivers must fit within 2ea-45RU 19? equipment racks with proper space for cooling of equipment; (2) Available power requires that all equipment be capable of operating from 90 to 260 VAC 47 to 63Hz single phase. External conversion of power is not acceptable; (3) Control system capability requires all equipment to be capable of remote control via RS-232 and RS-485. Requiring the use of external data format converters is not acceptable; (4) All equipment must have both automatic and operator initiated BIT/BITE capabilities that will identify 100% of hardware faults to the lowest replaceable unit level; (5) The equipment must not use a proprietary remote control interface. The government intends to use custom software, terminal programs separately or a combination to control the radios. No special licensing shall be required for control software purposes beyond simple non-disclosure type agreements; (6) A stand alone rack-mountable remote control unit must be available for the equipment that does not require the use of a external adapters or a computer and can operate the equipment functions of xmt/rcv audio, PTT, and full control of equipment functions. A single remote control unit must be capable of addressing multiple radios;l (7) The equipment availability must not exceed 150 days ARO; and (8) Transmitter and receivers offered must have at least 500 programmable channels that store all parameters for the radio. The channel must not preclude the storage of the same frequency in multiple channels with difference in the parameters set. Transmitter Requirements: The following list of requirements is only relevant to the transmitter consisting of the exciter and associated power amplifier(s). The transmitters must meet all the general requirements plus the following items. (1) The frequency range for the transmitter operates from 1.5Mhz to 30Mhz; (2) An amplifier for 1kW operation must be offered and be capable of at least 4 remotely initiated power settings as follows: 1?full, 2?half, 3?fourth, and 4-eighth; (3) VSWR must be 1.3:1 or better at full power with automatic output load protection; (4) The transmitting facility is unmanned thus graceful failure is mandatory, the 1kW power amplifiers must have multiple (more than 2) stages where no loss of a single stage causes a loss of the transmitter; (5) The transmitters must have harmonic suppression of 70dBc or better at rated power to minimize effects on other devices used at the transmitting facility and in the vicinity; (6) A power amplifier 100W to 200W rated output must be available. Vendors include information on power draw at stated AC power and physical dimensions of (100 to 200W) transmitter. Note: any power amplifier offered must work with the same exciter as with the 1kW transmitter. Receiver Requirements: The following list of requirements is only relevant to the receivers. The receivers must meet the general requirements as well as the following items. (1) The frequency range of the receivers must be 10khz to 30Mhz. (2) Utilize digital signal processing (DSP) of incoming signals; and (3) The receivers must be able to operate on 24VDC power as well as the specified AC power listed in General Requirements. Items of Interest: The following identifies items that are not listed above but are of interest to the government. Vendors are encouraged to provide information on: (1) Any associated computer/radio control programs available from the vendor; (2) Information on 100-200W mobile configurations including size and power requirement; and (3) Provide information on equipment accessories available for use in data communications (email), antenna switching, and coupling. The Government reserves the right to make multiple awards if it is determined to be in the best interest of the Government. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation. Potential vendors should provide brochures and written comments, where applicable, that address all of the requirements listed. Ensure brochures have equipment specifications and general information concerning the equipment being offered. Requirements listed in this source solicitation that are not specifically listed in the equipment brochures should be addressed separately. The requirements are not all-inclusive but reflect a summary. Responses should be provided in MS Word (.doc) or Adobe Acrobat (.pdf) electronic formats. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER ALL SMALL BUSINESS PROGRAMS INCLUDING 8(A) OR HUBZONE SMALL BUSINESSES BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 334220 WITH A SIZE STANDARD OF 750 EMPLOYEES. CLOSING DATE FOR RESPONSES IS 20 August 2004. It is anticipated that the solicitation will be available by 27 August 2004 on the SPAWARSYSCEN Charleston RFP web page address link http://E-Commerce.spawar.navy.mil.
