Description
The due date for the receipt of quotes is hereby changed to August 20, 2004, 10:00am.Local Time. All questions shall be in writing and faxed to (505) 248-6941. The following is hereby incorporated into the synopsis/solicitation: 1. The number of administrative staff is approximately 50-75. The number of students is approximately 250 -400. 2. A refresher training is offered at the start of the school year. There are approximately 150 users. Training shall be a single day training session offered 3 times per year. 3. There are approximately 75 desktop computers that require support. 4. There are 4 servers that require support. 5. CIS updates computers (as funding allows) every year. 6. The normal business days and hours of operations at CIS is from 7am to 5pm M-F; however, CIS is a boarding school with staff at CIS 24-7. 7. There are several buildings on the CIS campus where computers and network hardware are located. The distance to travel (walk) between buildings is 3 minutes or less. 8. No additional applications other than those identified in the initial solicitation require support; however, new applications may be added if we are directed to add them. 9. The primary use for the computers is for classroom laboratories, teachers desktops & administrative, which require daily access to the internet. 10. The mission critical applications are Novell Groupwise, School World, and Microsoft. 11. CIS may move to a new student tracking program in place of School World; however, no plans at this time to do so. 12. The current hardware, software, and network configuration is adequate for the CIS. 13. There is no forecasted growth of the computer user environment, only replacement. 14. There are no current vendor support agreements for hardware and software, only software licenses. New computers have warranty but no service contracts. 15. There are approximately 150-200 pc workstations on the network. 16. There are approximately 10-25 phone calls to the Help Desk. The responses to help desk phone calls usually require a simple ?quick fix,? response. 17. A network engineer does not need to be physically located on campus 24-7. 18. The technical staff is not only required during the summer although most moves occur during the summer. 19. The level of effort required for the consultant to assist CIS staff with technology planning is to provide advice during meetings. 20. The Government shall provide work space, computers, telephones, etc. to the on-campus staff. Although, they may have to share with the Government employees. 21. The approximate number of hours required for the Off-site Help Desk Support is 120-180; for the On-site Network Support (scheduled) is 400; for On-site Network Support (Emergency) is 200; for On-site Network Engineering Support (Scheduled) is 60; for On-site Network Engineering Support (Emergency) is 20-30; for On-site Network Specialist Support for Moves, Adds or Changes during the summer months is 240; for On-site Staff Training 3 days; and, for Technology Planning 3 days. The following is hereby incorporated into the SOW: Required Qualifications of Expert Provider are: 1. Experience and knowledge of the BIA operated schools. 2. One year of experience at a Bureau Operated School is required. 3. Experience and knowledge of the Education Native American Network (ENAN) II. 4. One year of experience with ENAN II is required. 5. Knowledge of the CIS internet requirements CIS currently has in place. 6. Knowledge of CIS Goals & Objectives in the area of IT and the Curriculum. 7. Knowledge of the how CIS LAN integrates with the WAN. The following FAR clause is hereby incorporated into the solicitation: FAR 52.212-2, Evaluation. The Evaluation Factors are in descending order of importance. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. The Evaluation Factors are: 1) Technical Capability 1a: Technical Excellence: Describe ability to meet REQUIRED QUALIFICATIONS OF EXPERT Provider and Vendor Requirements sections of SOW 1b. Past Experience: List contracts that are of comparable size, complexity and similar. 2) Price 3) Past Performance: Provide recent & relevant contracts for the same or similar items, contract numbers, points of contacts with telephone numbers and other relevant information. Award will be based on the Best Value to the Government, overall acceptable quote, as submitted by a responsible offeror & ability to provide the above requirements. Award will not be based on the lowest, responsive quote submitted by a responsible offeror. All other terms and conditions remain in full force and effect.
