Description
An Invitation For Bid will be available for download on or about 27 August 2004 at the Alaska District U.S. Army Corps of Engineers Contracting Web site in electronic format only using electronic bid sets (EBS) at https://ebs.poa.usace.army.mil/adver tisedsolicitations.asp You must register at the web site for this solicitation to receive notification of solicitation updates. No disks shall be mailed. Any resulting contract will be firm-fixed priced. The solicitation shall be issued on a competitiv e sealed bid basis per FAR 9.10 -- Small Business Competitiveness Demonstration Program. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. To receive award contractors must be registered in the C CR. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bonding. If a large business i s selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY05 subcontracting goals for this contract are a minimum of 57.2% of the co ntractor's intended subcontract amount be placed with small businesses, 10.0% of that to small disadvantaged businesses, 10.0% to woman-owned small businesses, 3.0% to service disabled veteran-owned small business and 3.0% to HUB zone small businesses. Th e Davis-Bacon Act will apply. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be the low bidder selected for the award. DESCRIPTION OF WORK: The Project includes the replacement of the existing gabion Dam with a new concrete gravity Dam. The new Kake Dam will be located on Gunnuk Creek, Kake, Alaska. In addition, the work comprises removal of temporary dam and infiltration gallery, also modifications to the acce ss road, a new pump house including stairs to the top of dam and to the upper treatment building. The previous City of Kake dam was a timber frame used by the city for supplying water to the fish hatchery and fish processing facility, and was the main sou rce of water supply for the city water treatment plant. There will be a pre-bid conference in Kake. The Estimated Magnitude of Construction is between $5,000,000 and $10,000,000. NAICS: 234990, Size Standard: $28.5 million. Completion date: Within 4 50 days after receipt of notice to proceed. All responsible sources may submit a bid, which will be considered by the agency.
