Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Tank Automotive and Armaments Command located in Rock Island Illinois intends to enter into a sole source contract under Simplified Acquisition Procedures with Cortel Improvement Systems PO Box 97 Black River, NY 13612 , for Leader ship training with the following components and characteristics: The AFSC LDP ?????? Level I training will be customized to meet training needs identified by the 360 degree assessment. This program will be 6 months long and will include 3 weeks of formal classroom training. Instructors will engage participants in cla ssroom discussion, group exercises, learning teams and reading assignments. The AFSC LDP ?????? Level II training will be customized to meet training needs identified by the 360 degree assessment. This program will be 9 months long and will include 4 weeks of formal classroom training. Instructors will engage participants in cl assroom discussion, group exercises, learning teams and reading assignments Week one of both training programs will include instruction on command mission, goals and objectives, values, current and future challenges facing the AFSC. Week two of both Level I and II training will include a panel discussion by AFSC mid-level leaders on command missions, issues, opportunities, leadership strategies and career path planning. Required training schedule: LDP Level I Training Schedule: Training Session 1: 18-22 October 2004 Training Session 2: 6-10 December 2004 Training Session 3: 7 ??????11 March 2005 LDP Level II Training Schedule: Training Session 1: 25-29 October 2004 Training Session 2: 13-17 December 2004 Training Session 3: 14-18 March 2005 Training Session 4: 16-20 May 2005 The vendor must have comprehensive knowledge and experience working with the Army Field Support Command. Instructors must have served as civilians in the government workforce to learn the real issues government employees face. Instructors must have at least 5 years experience in designing and delivering leadership development programs and courses. Interested firms able to meet these requirements are invited to submit response within 7 working days after appearance of this notice but only in writing with clear and convincing documentation to TACOM-RI, 1 Rock Island Arsenal, ATTN: AMSTA-AQ-ARI/Matthe w Lutes; Rock Island, IL 61299-6000 or by email to Matthew Lutes at: lutesm@ria.army.mil. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein. Written response must include technical information suff icient to enable the Government to determine if a vendor can meet the Government's needs. No contract award will be made on the basis of offers/proposals received in response to this notice. If no affirmative responses are received clearly demonstrating a vendor's ability to meet the Government's need within 7 working days after publication of this notice and funding is available, a sole source purchase order shall be issued to Cortel Improvement Systems. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts.
