Description
The US Army Research, Development and Engineering Command (RDEC) Acquisition Center, Natick Contracting Division, Natick, MA. has a requirement for an Anthropometric Study in support of Phase I for the Uniform System for Improved Tariffs (USFIT) Prog ram. Following a response from industry, Sole Source Synopsis to Human Solutions of North America Inc., dated 22 July 2004, is hereby rescinded. The Government intends to solicit this acquisition as a commercial service under Federal Acquisition Regulati on (FAR) Subpart 12.6, Streamlined Procedures For Evaluation And Solicitation For Commercial Items and 13.5 Test Program For Certain Commercial Items. It is currently the goal of the US Army to integrate 3D body scanning technology into the existing clothi ng sizing and issue process at selected Clothing and Issue Facilities (CIF) across the country. Obtaining 3D scans on every soldier will ensure that more consistent and accurate measurements are available for each soldier. In order to successfully integr ate 3D scanning systems at selected military CIF's, a number of important tasks must be accomplished as follows: Tasks I - Initial Software Development of Clothing Size Algorithms; Site Visit to CIF-Ft. Bliss, Texas; Purchase and Installation of Scanning System, (duration: 2 months); Task II: Scanning Soldiers and Conducting Fit Assessments at Ft. Bliss, TX for Purposes of Size Selection Algorithm Optimization, (duration: 12 months); Task III: Site Visit to CIF-Ft. McCoy, WI: Purchase and Installation of Scanning System; Initial Validation of Size Selection Algorithms (duration: 6 Months); Task IV (optional): Site Visits to CIF # 3 and CIF # 4 (locations to be determined); Purchase of two additional scanning systems; Scanning Soldiers and Conducting Fit Assessments at CIF # 3; Size Selection Algorithm Optimization at CIF # 4 (duration: 10 months); Task V: Final Report and Briefing (duration: 3 months). In addition, it will be necessary to coordinate this project with ongoing efforts by the Defense Logis tics Agency (DLA) to install a Human Solutions, Inc. scanning system and size selection software at the Ft. Carson, CO CIF. The data from the DLA project which will include individual soldier scans as well as fit test and issue data for each participant ar e extremely relevant for the current effort and will be used to further understand the relationship between soldier body size and best fitting clothing size.The Government anticipates awarding a single Firm Fixed-Price contract with one ordering period of approximately 18 months, including option for Task IV. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541330 with a size standard of $4 million. This acquisition will be an unrestricted procurement.
