- Description
- NOAA intends to negotiate on a sole source basis with the University of Colorado Office of Contracts and Grants in support of proposal title ?The Contribution of Tide Gauges to Sea Level Change Studies?. The Period of Performance is date of award through June 30, 2005. Colorado Center for Astrodynamics Research (CCAR), working closely with NOAA/NESDIS, will conduct a survey of the tide gauges that are in close proximity to GPS or DORIS sites, and then develop estimates of the vertical motion of these sites through a combination of 1) GPS data analysis, 2) GPS results from other centers, and 3) DORIS results from French Colleagues. Also, CCAR will perform a rigorous error analysis so that the vertical crustal motion estimates have realistic error bars. CCAR will use in-situ oceanographic measurements to study the aliasing problem for the tide gauges, which is critical for understanding if T/P has observed a significant increase in the rate of the sea level change. The contractor shall provide a final report that will present CCAR?s estimate of vertical crustal velocities at select tide gauge sites, an estimate of the errors in these velocities, and an assessment of the impact of these velocities/errors on the tide gauge estimates of long-term sea level change. In addition, the report will discuss progress CCAR has made on understanding the tide gauge sampling problem, and provide an assessment of long-term sea level change from tide gauges that can be used for comparisons to similar estimates derived from satellite altimetry.Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with the University of Colorado, responsible sources may submit a response which if timely received, will be considered by NOAA. This notice satisfies the public display requirement set forth in Federal Acquisition Regulation (FAR) 5.101(a)(2).
