- NAICS Code: 334516 The U.S. EPA intends to negotiate for the National Risk Management Research Laboratory, located in Research Triangle Park, NC, on a sole source basis with the URG Corporation for a 3000DB Semi-Volatile Organic Aerosol Sampler. The system will immediately be used for quantifying emissions of organic carbon (OC) and black (elemental) carbon (EC) in gas and particle phases from in situ biomass burning and forest canopy particle formation studies. The URG-3000DB will be used with other gas and total particle analyzers. The design meets the government's minimum performance specifications of: combined portability (<40 kg, 68" Length), volumetric flow accuracy (<10% bias), Sampling capacity (100 liters per minute), sampler media temperature control ( +/- 5 C), and power source flexibility (< 5 amp draw, AC/DC capability) required for field applications. This system is the only known instrument which allows assessment of upstream semi-volatile components (using denuder systems), and downstream polyurethane foam (PUF) to assess semivolatile gases breaking through or volatilizing off the filter media. This system also allows air sample collection onto appropriate substrates (quartz fiber and teflon filters) which may be analyzed separately for chemical (organic and inorganic) and physical properties. No other known system offers this required set of features. This notice is not a request for quotations. EPA source research indicates the URG Corporation is the only known source able to satisfy the government's requirements. Since the laboratory currently contains samplers that are compatible with the URG-3000DB, the purchase of this system will facilitate data comparison between laboratories and field studies. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of supplying such an instrument. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday August 27, 2004 at 2:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516.
