- Description
- The Program Support Center, Office of Business Technology Optimization, through the Division of Acquisition Management, Program Support Center intends to award a four (4) month sole source simplified acquisition to Futrend Technology, Inc. in McLean, Virgina . The purpose of this simplified acquisition is to develop detailed requirements for an electronic interface to HHS external systems, including the Department?s Oracle Financials application - Unified Financial Management System (UFMS) and potentially the National Institute of Health?s (NIH) Oracle Financial Systems (NIH Business Systems). The interface shall accept and output data in standard data element formats compliant with the eTravel database and the external systems to which eTravel must integrate. This four (4) month study is to assess whether it is feasible for eTravel to interface with NBS and have an operational interface by September 2006. These services must be provided by a Contractor with proven experience in developing and implementing an interface between Gelco Travel Manager and a customized version of Oracle Financials, experience with the National Institutes of Health, and experience with Progress all of which Futrend Technology, Inc. possesses. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the award to Futrend Technology, Inc. See Note 22.
