Description

The National Park Service contemplates issuing a sole source purchase order for repair/modify the HVAC System in the Headquarters Building at Great Smoky Mountains National Park. This notice of intent is not a Request for Quotes. However interested firms or persons may identify their interest and capability to respond to the requirement or submit proposals. all proposals received within thirty (30) days after date of publication of this announcement will be considered by the Government. A determiniation by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. See below for a description of the repair/modify requirements: Modification of Existing Chiller by installation of two hot gas solenoid valves, two hot gas pressure regulating control valves. installation of Direct Digital Control Systems to operate the chiller, The controller shall be located in the existing chiller control console. An annunciator (existing) shall be located adjacent to the boiler room to provide and alarm conditions. Miscellaneous items and repairs necessary to make the chiller in proper operatiing condition with the boiler unit and the four air handler units. Replace control on air handler units 1, 2, 3, 4 with stand-alone Direct Digital Controller. Each Controller must be located adjacent to their respective air handler unit. All field interface equipment must be replaced to provide proper functionality in balancing the system for proper operation. Remove existing controls on thirteen (13) zone control dampers and installation of manual balancing quadrants. Install additional dampers for two (2) new zones. This will be a total of fifteen (15) zones. Contractor must provide balancing of air flows on each of the fifteen (15) zones for air handlers 1, 2, 3 and 4. Provide water balancing of the chiller uncluding pump and flow rates through each of the chilled water coils and must be balanced within +/_ 5% as per Federal Standards. Boiler burner system to be modified to de-rate boiler to obtain required operation and combustion effect. Controls for boiler to incorporate with existing controls of the air handlers and chiller unit. NOTE: Sole Source Procurement: FAR Clause 6.302 and 6.302-1 apply. The HVAC system currently does not function as designed creating high humidity and poor air quality in the Headquarters Building. The HVAC Contractor must be availiable as necessary in normal working hours, and also, in late evenings or weekends for service on the system in emergency situations after the repairs and modifications to the HVAC system have been completed and accepted Esrtimated Price Range: Less Than $100,000 The point of Contact for this procurement is Lewis Grooms, Contracting Officer, Great Smoky Mountains National Park, 107 Park Headquarters Road, Gatlinburg, TN 37738.
