Description
This notice replaces Solicitation W15P7T-04-R-F531. The Phoenix AN/TSC-156 is a transportable tactical Satellite Communications (SATCOM) terminal that operates in the SHF Band (C-, X-, Ku-, and Ka-band) over commercial and military satellites. The AN/TSC-156 consists of an integrated assemblage of Non Developmental Item (NDI), Commercial Off-The-Shelf (COTS), Government Furnished Equipment (GFE), and those items adapted to meet the requirements of the terminal. L-3, Communications Corporation, Comm unication Systems West, 640 N. 2200 West, Salt Lake City, UT (L-3) is the current producer of the AN/TSC-156. Time and Materials technical services for the upgrade of the operating system in the Remote Control Interface Control Unit (RCICU) Phoenix and tec hnical services for the Phoenix Planning Tool Development and training Simulator are required by the Government. General description of the requirement: PM WIN-T is seeking information regarding technical support to comply with the Army G-3 Directed Removal of Windows NT Computers, Ref: IAVA 2004-A-5009 Execution Order to Disconnect from Army Networks Computers Runn ing Legacy Windows Operating Systems. This will require an upgrade to the existing Phoenix operating system in the Remote Control Interface Control Unit (RCICU) from Windows NT to Windows 2000 professional. This upgrade will require, as a minimum, full Inf ormation Assurance and PQT regression testing of all Phoenix terminal functions. A Phoenix Control Monitor and Alarm (CMA) and RCICU are required to be available. The Government also requires technical support services to support the development of the Phoenix Planning Tool and Training Simulator currently on contract. The technical support required is: - Insight into the Intermediate Frequency Interfaces in the CMA software and hardware of the Phoenix terminals. The other interface(s) would be between the CMA and the Phoenix terminal equipment. - Phoenix terminal software and hardware engineering support, at Ft. Monmouth, Ft. Gordon and Salt Lake City - Conduct of AN/TSC-156 New Equipment Training - Logistics support to ensure consistency with L3's New Equipment Training and technical manuals - Publication and future maintenance of the Phoenix terminal Interface Control Document (ICD) - Engineering and logistics support for the Ka-band upgrade of the Phoenix terminal currently on contract with L3 Communication Systems - West.
