Description

The Body Armor, Outer Tactical Vest (OTV) (COMPLETE) subsystem consists of: (1) One base vest assembly made up of a camouflage outer shell base vest carrier with a ballistic insert set made up of removable ballistic (back, right front and left fron t) inserts, (2) One yoke and collar assembly made up of a yoke and collar carrier with a ballistic insert set made up of removable ballistic (right and left) inserts, (3) One throat protector assembly made up of a throat protector carrier with a removabl e ballistic insert, and (4) One groin protector assembly made up of a groin protector carrier with a removable ballistic insert. The contract term will be 36 months. The Governme nt reserves the right to award multiple contracts. Should multiple contracts be awarded, the ??????maximum?????? quantity may be revised depending on the number of contracts awarded. Award(s) will be made to the best value proposal, which is determined to be the most beneficial to the Government based on the criteria set forth in the solicitation. In order to receive a rating of ??????acceptable?????? in the Technical Factor, the offeror must submit a quantity of eight (8) OTV Production Design Models (P DMs), one (1) of each of the eight (8) required sizes (X-Sm, Sm, Med, L, X-L, XX-L, XXX-L, XXXX-L), 26 vest shoot packs and 14 yoke and collar shoot packs which will be tested by the Government using First Article Testing procedures. The PDMs (to include shoot packs) shall be submitted to the Contracting Officer IAW RFP Proposal Submission Instructions. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the f ollowing address: https//:acquisition.army.mil. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The com plete solicitation package, including amendments should be received and reviewed prior to submitting a response. The proposal will be submitted in hard copy form only. No electronic submission of proposals will be accepted. It is the responsibility of th ose responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued approximately 25 August 2004.
