Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army and Air National Guard requires catered meals on 11 September 2004, for approximately 4,000 National Guard members. An additional estimated 4,000 meals will be made available for sale to family members and invited guests. The intended meal is a classic picnic type lunch fare, Hamburger, Hot Dog, Tossed Salad, dressing, Potato Chips, Soda and Water, (Lettuce, Onion, Tomatoes, Pickles and Condiments for Hamburgers),, to include all p aper and plastic goods. The contractor is invited to propose any other menu, as this solicitation is a ??????Best Value Source Selection?????? to be conducted in accordance with the following evaluation factors in order of importance: Past Performance, Pri ce, Proposed Menu. The intended menu is mentioned only to set a baseline. Price proposal shall be expressed as a per person or per meal rate. Al proposals will be considered. The Government anticipates a firm fixed price, single award contract from this so licitation. Multiple awards are a possibility if advantageous to the Government The contractor will be required to have a fully independent operation, to include Tents, Tables, grills, refrigeration trucks, chafers, ice, etc. and sufficient labor to feed a ll within a 3 hour timeframe. Staging areas will be provided by the Government. The contractor should as part of the proposal explain his proposed operational set-up. Offerors must make a detailed proposal of the supplies and services to be provided. Propo sals will be evaluated on a Best Value judgment, and proposals should be sufficiently detailed in order to make that determination.
