Description
INTENT TO AWARD A SOLE SOURCE PROCUREMENT. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. REQUEST FOR A SOLICITATION WILL RECEIVE NO RESPONSE. Space and Missile Systems Center, Detachment 12, Rocket Systems Launch Program, Kirtland Air Force Base, New Mexico is contemplating negotiating a sole source contract with GenCorp Aerojet for a five-year Indefinite Delivery Indefinite Quantity Type contract to modify former Minuteman (MM) II Stage II (SR19-AJ-1) motors. The Government has contracted with GenCorp Aerojet for Minuteman II SR-19 motors on sole source basis since 1992. The sole source determination is made in accordance with FAR 6.302-1(a) (iii) stating award to any source other than the incumbent would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government will provide the MM II Stage II motors as Government Furnished Equipment. This acquisition will require the contractor to perform the following tasks: I. Modify SR19 rocket motor (P/N 382100-269 or 382100-279) as defined by Aerojet P/N 1208682. This retrofit includes but is not limited to the following: a) Modify SR19 nozzle with flexseal; b) Modify AR19 roll control system; c) Modify SR19 ordnance subsystem; d) Install cold gas blowdown thrust vector system; e) Remove propellant excise sample and perform laboratory testing; f) Acceptance testing of flexseal modified SR19 and it's subsystems; g) Provide a thermal blanket (P/N 1208687) with each delivered motor; h) Qualify (confidence testing at qualification levels) any new manufacturing line and/or process. II. Provide engineering support as required. III. Perform repair of previously delivered flexseal modified motors as required. The contract period of performance is expected to be five years. Any persons or companies interested in this notice are to respond to the requirement(s) and submit their capabilities to the Contracting Officer within 15 days of this notice. The capability statement should address why the company believes that the prior sole source justification is no longer valid.
