- The Support Equipment and Vehicles Development System Office (SEV DSO) is seeking interested sources for the production and delivery of the AN/GYQ-79 Common Munitions Built-In Test Reprogramming Equipment (CMBRE). The system mission is to initiate munitions Built-In Test (BIT), report BIT results, and upload/download munitions software applying to MIL-STD-1760 and smart non-MIL- STD-1760 munitions. The CMBRE is approved for operation with multiple munitions in the U.S. Air Force, U.S. Navy, U.S. Marine Corp, and foreign military inventories. The CMBRE was developed by Alliant Techsystems (ATK) - Missile Systems Company in Clearwater, Florida which is currently the prime contractor of the CMBRE. Production quantity for this follow-on effort is estimated at 552 CMBREs. It is contemplated that a firm fixed-price contract, a basic year with seven (7) one year options, will be awarded in October 2005 with the first delivery of CMBREs estimated to be in August 2006, with a minimum quantity of 20 and maximum quantity of 100 delivered per year. Successful completion of first article testing on the equipment will be required for any manufacturer not presently qualified and must be accomplished within six (6) months after contract award. First article testing shall fully demonstrate compliance with all specified requirements and complete compatibility with existing Munition Application Programs (MAPs). The Government does not possess a complete technical data package. A component of the system, The Digital Computer System Assembly (DCSA), is proprietary to ATK Missile Systems Company. No Government funding is available to develop the DCSA or any other CMBRE component. The Government possesses product drawings for the Test Adapter Unit, cables, and the Accessory Kit but does not certify to their completeness or adequacy to produce the system. Distribution of these product drawings is authorized to the Department of Defense (DoD) and DoD Contractors only. Hard copies of these drawings are available for review by appointment in the ASC/AAD program office at Wright-Patterson AFB, OH. Only DoD Contractors, who have a Commercial and Government Entity (CAGE) Code and who are registered in the Central Contractor Registration (CCR) may review the drawings. DoD Contractors who wish to review the drawings at Wright-Patterson AFB must send their request via e-mail to douglas.covey@wpafb.af.mil. E-mail requests must include the company's name and it's CAGE Code. The CAGE Code will be used to verify the DoD Contractor's registration in the CCR. Only those DoD Contractors with a valid CAGE code and currently registered in the CCR, will be contacted by a Government representative to schedule an appointment. (Note: Reproduction facilities are not available, and the drawings may not be removed from the program office). Electronic copies (on CD disk) of the majority of these product drawings are available to DoD Contractors with a CAGE Code and registered in the CCR. DoD Contractors who wish to obtain an electronic copy of the product drawings must send their request via e-mail to douglas.covey@wpafb.af.mil. E-mail requests must include the company's name and it's CAGE Code. The CAGE Code will be used to verify the DoD Contractor's registration in the CCR. DoD Contractors requesting an electronic copy of the drawings must have a valid CAGE Code and be currently registered in the CCR. For electronic requests, please provide the company's complete mailing address and point of contact to where the CD disk should be mailed. This is not a request for proposal submission. It is a market research tool to determine the availability and adequacy of potential sources. Interested parties are invited to submit a Statement of Capabilities (SOC) to the Government for evaluation in response to this announcement. Information submitted must be pertinent and specific and cover the following areas: 1. Experience: Provide an outline of previous projects, specific work previously performed or being performed and any in-house production efforts (including a brief description of how these referenced efforts relate to the CMBRE). Within the description, include evidence of demonstrated experience and/or familiarity with the following: (a) The CMBRE system and the munitions it supports. Munitions include: Joint Direct Attack Munition (JDAM), Wind Corrected Munition Dispenser (WCMD), Joint Standoff Weapon (JSOW), Air Intercept Missile (AIM-9X), Small Diameter Bomb (SDB), Standoff Land-Attack Missile - Expanded Response (SLAM-ER), Joint Air-to- Surface Standoff Missile (JASSM), and Miniature Air-Launched Decoy (MALD). (b) CMBRE interfaces with Munitions Application Programs for the munitions CMBRE supports. (c) The requirements and testing necessary to qualify CMBRE to the System Specification and through the National Security Agency and the respective Air Force and Navy safety boards (Air Force: Non-nuclear Munitions Safety Board; Navy: Weapon System Explosive Safety Review Board). (d) Spiral development to accommodate new munitions systems using CMBRE. 2. Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a program manager and/or project officer. 3. Facilities: Availability, locations, and description of special facilities required to perform in the technical areas under consideration including a statement regarding industry security clearance. 4. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. System Specification for the CMBRE: Distribution of this document is authorized to the Department of Defense (DoD) and DoD Contractors only. DoD Contractors who wish to obtain an electronic copy of the System Specification for the CMBRE must send their request via e-mail to douglas.covey@wpafb.af.mil. E-mail requests must include the company's name and it's CAGE Code. The CAGE Code will be used to verify the DoD Contractor's registration in the CCR. DoD Contractors requesting the System Specification for the CMBRE must have a valid CAGE Code and be currently registered in the CCR. Interested parties responding to this announcement shall indicate whether they are large, small, small disadvantaged, 8(a), women-owned, minority owned, service-disabled veteran, or HUB zone, in relation to North American Industry Classification System (NAIC) code 336413 - size standard of 1000 employees.
