Description
The FAA's Flight Plan states that the FAA must increase the capacity and throughput of the National Airspace System. In support of that initiative, the FAA is modernizing the Traffic Flow Management (TFM) system. The agency has a need for specialized technical services to support those modernization activities. The purpose of this market survey is to identify additional entities that posses the requisite knowledge, experience, and other skill sets necessary to provide timely and accurate TFM support services. These skill sets include an understanding of the current TFM system, including its limitations, data transaction processes, architecture, and the interrelationship of its various components. Also included in these skill sets is knowledge of the external systems within the National Airspace System (NAS) that communicate with, or support or relate to, the various elements of the TFM system. Experience with modern software development methods and tool-set is required. The contractor must have current knowledge of the TFM modernization contractor???s design approach, architecture, constraints, and integration requirements. The period of performance for this requirement will be for one year plus one one-year option. The agency is aware of one company that can perform these services, Flatirons Solutions Inc.- a small business. Any other small business entity that has such knowledge, experience, and other skill sets is encouraged to submit a capabilities statement (limited to 5 pages) describing same. Past performance information on same or similar type work is encouraged. Three (3) copies of such information are required. Please submit capability statements no later than 4:30 PM, local time on Monday, August 16, 2004. The Capability Statements may be either hand carried or mailed to the FAA Contracting Officer, Mr. Tim Eckert, 800 Independence Ave (if mailed) or 600 Independence Ave (if hand carried), SW, Washington, DC 20591. Late submissions will not be considered. This market survey is for informational purposes only and shall not be construed as a commitment or promise of a contract by the Government. The anticipated North American Industry Classification System Code (NAICS) for this procurement is 541519 (Other Computer Related Services -$21.0 million). Questions must be directed to the Contracting Officer at the number or email address given in this announcement.
