- CUSTODIAL SERVICE FOR BUILDING 247, PEASE AIR NATIONAL GUARD BASE, NH, Base Year and four option years. The contractor will provide all personnel, equipment,tools transportation, supervision and other items necessary to perform all operations listed below. MATERIALS AND WORKMANSHIP: Contractor shall furnish all necessary labor, expertise, equipment, supplies, and materials in the performance of services in accordance with specifications contained in this purchase description. MANAGEMENT: The contractor shall provide the service of work scheduling. Work shall be performed on Tuesdays and Fridays in rooms 19,20,21, 21a, 21c, 22, 23, 25, 27, the corridors and the men's and ladies' rooms (see Attachment). The specific schedule as to when the work will be done shall be submitted to the DCMA Building Manager for approval not later than 15 working days prior to contract start date; and not later than five (5) working days prior to any changes or frequency of services are required. Regular work hours are Monday through Friday, 8:00 AM to 4:00 PM except Federal Holidays (New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day). Emergencies: The contractor shall provide a 24-hour emergency response where upon notification from the DCMA Building Manager the contractor shall respond with four (4) hours to clean the area the government deems necessary. Any deviation from the approved work schedule must be made in writing to the DCMA Building Manager for approval at least 24 hours in advance of desired change. TRASH REMOVAL: All waste baskets, cigarette butt receptacles (outside) and other trash containers within the building shall be emptied and returned to their normal location. Boxes, cans, and papers placed near trash receptacles and marked "TRASH" shall be removed. Boxes and other large items shall be "broken down" if possible before placing into refuse collection containers (dumpsters). A plastic liner shall be installed in each waste basket/waste receptacle. These bags will be replaced whenever they become soiled or ripped. Trash barrel liners shall be secured with bag ties or "tied up" by a portion of the excess bag material when they are removed. Trash collected from within the building shall be removed from the building. Trash, papers, etc., spilled or dropped outside the building by janitorial employees shall be picked up and placed in the dumpster. SWEEP, DRY MOPPING: On resilient tile or other smooth floor surfaces, use a dry mop treated with a dust removing compound. Sweep the entire surface, including behind doors and under desks, or furniture that is raised above the floor level. Pick up accumulations of soil and litter, using a dustpan to ensure nothing is left on the surface. On floors where dry mopping is not effective, use a push broom suitable to that floor material composition. Chairs, trash receptacles and other easily removable items shall be moved to allow sweeping of that floor space. Spills, gum, tar and other foreign substances shall be removed at the time of sweeping by using either a neutral detergent, freezing agent or putty knife where required. After the floor has been swept, the floor surface including comers and abutments shall be free of dust, dirt, litter, and spots caused by spills. RESILIENT TILE FLOOR STRIPPING: a. Machine strip clean resilient tile floors: b. Recoat with sealer coats: c. Recoat with floor fmish: d. Scheduling: The contractor shall coordinate with the DCMA Building Manager two (2) working days prior to actual start for scheduling and facility access. Tile stripping shall be accomplished outside normal duty hours or from 1730 to 0730 Monday through Friday or from 1730 Friday to 0730 Monday. Tile floors shall be stripped in the months of May and September each year of the agreement. WET MOPPING: Prior to being wet mopped, the floor surface shall be swept/dry mopped. Chairs, trash receptacle and other items less than 40 pounds shall be moved so that floor surface underneath these items is mopped. All floor surfaces within the area shall be mopped, i.e., behind doors, under desks and other furniture that is elevated above the floor surface. A clean cotton filament wet mop, with appropriate handle, mop bucket containing water and a neutral detergent solution shall be used to accomplish wet mopping. The water/detergent solution in the mop bucket shall be changed frequently to insure floor soils are not spread from solution to the surface of the floor. It is necessary that the water/detergent solution in the mop bucket remain as clean as possible throughout the entire wet mop procedure. After the floor surface has been wet mopped, it shall leave no splash marks or mop streaks on furniture, walls, mop boards, base boards, etc., or mop strings remaining on the surface that has been wet mopped. VACUUMING: Before vacuuming is accomplished to a surface, it shall be policed. Policing will include the removal of all surface litter, such as staples, rubber bands, paper clips, etc., that will not be removed by a mechanical vacuum cleaner. Chairs, trash receptacles and all other easily movable items shall be moved and the surface underneath vacuumed. Vacuuming shall be accomplished underneath furniture, i.e., desks, book cases, etc., that are raised above the floor surface. After vacuuming, the surface including behind doors, edges, and comers shall be free of all visible litter, soils, and debris. CLEANING AND RESUPPLY OF REST ROOMS: The contractor shall perfonn the following work: a. Disinfectant: All surfaces of toilet bowls, urinals, lavatories, showers, dispensers and other such surfaces shall be disinfected, using a germicidal detergent. Completely damp clean and disinfect all surfaces of toilet bowls, urinals, lavatories, showers, dispensers, plumbing fixtures, and other such surfaces using a germicidal detergent. b. Clean Walls/Partitions Rest Rooms: All smudges, fingerprints, marks, streaks, graffiti, etc., shall be removed from surfaces of walls, partitions, doors and fixtures. Gennicidal detergent shall be used. c. Descale Toilet Bowls and Urinals: The entire surface shall be free of streaks, stains, scale, scum, urine deposits and mineral and rust stains upon completion of descaling. Brushes, cloths, scrubbing appliances and similar equipment used to clean urinals and commodes shall not be used to clean any other surface. d. Restock of Rest Rooms: All rest rooms shall be stocked with adequate supplies of user consumable products (paper towels, toilet paper, and hand soap) to insure availability at all times. The minimum amount to be in the rest room at all times is Y2 full containers of liquid soap or one (I) bar of soap per sink if no dispenser is available, one (1) roll of paper towels per sink loaded in the dispenser or next to the sink if no dispenser is available, and two (2) rolls of toilet paper per stall placed on a holder. e. Mirrors: Mirrors shall be cleaned with an approved window cleaning solution. mirrors should be free of streaks, the smudges and water spots. f. Wash Walls, Partitions, Woodwork (Remove Graffiti): All smudges, fingerprints, marks, streaks, graffiti, etc., shall be removed from surfaces of walls, partitions, doors and fixtures. Germicidal detergents shall be used. g. Showers (Male and Female Rest Rooms): Scrub and clean all walls, soap dishes, and plumbing fixtures on Tuesdays. Scrub and wash floors using disinfectant. Latrine supplies do not apply to shower rooms, i.e., hand soap. GENERAL CLEANING: a. Clean/Dust: All ledges and surfaces including, but not limited to, shelves, tables, window and door sills, doors, cabinets, bookcases, file cabinets and furniture. Contractor is not required to move working papers to dust. Clear cobwebs and dust from collecting near ceilings and comers. b. Entrance/Walk-offMats: Carpet type entrance/walk off mats shall be vacuumed to remove surface soil and grit and to restore resiliency of the carpet pile. Rubber or polyester entrance/walk-off mats shall be swept, vacuumed or shaken out outside the building to remove the accumulations of soil and grit. Soil accumulations underneath all walk-off/entrance mats shall be removed and the floor surface damp/wet mopped, or vacuumed if carpeted, before the walk-off/entrance mat is replaced to its normal location. If a water buildup occurs underneath the entrance/walk-off mat, it shall be removed before the mat is reset to its normal location. c. Sand Urns and Butt Pails Cleaned: Smoking refuse receptacles located at entrances to the buildings shall be emptied to remove all discarded smoking materials and other debris, and shall be cleaned. Care shall be taken to assure that all discarded smoking materials re completely extinguished before depositing in trash containers containing combustible materials. d. Inter Walkway Wall Glass Cleaned: Clean inside window glass at building entrance, exits, interior doors and partition glass. When finished they should be free from streaks, spots, smudges, and other obvious streaks or soiling. e. Drinking Fountain: Clean top portion of the fountain with an approved general purpose cleaner safe for use on food surface areas. The area should be free of streaks, water spots, and any other foreign matter. f. Conference Room Tables: Tables shall be wiped clean of all stains, marks and food debris and top coated with an application of furniture polish. KITCHEN: a. Microwave Oven: Microwave oven shall be clean of all built up food debris. Any glass plates used for foods located inside the unit shall all be cleaned. Cleaning solutions designed for food surface areas should be used. b. General Cleaning: All wood trim to include railings, wood surrounded pillions shall be cleaned/dusted and top coated with a quality wood or furniture polish. Formica counter tops shall be dusted/wiped clean and top coated with a furniture polish. CARPET CLEANING: The contractor shall make a careful inspection of all carpet to be cleaned, noting spots, stains, discolorations, faded areas, tears loose tufts or misshaped weave, and general wear and use conditions. a. Prior to Cleaning: The contractor will advise DCMA Building Manager in writing of any conditions that prevent the carpet from being cleaned satisfactorily because of stains, fading, discolorations (e.g., "delayed action" sugar stains), or other conditions that may not be entirely removed by the accepted professional cleaning operations. b. Cleaning Process: The cleaning process shall be safe and harmless to the rug or carpet and shall leave no lingering or objectionable odors. The contractor shall use no compounds or solutions of any type before, during or after cleaning that may increase the inflammability of the rug or carpet. There will be no shrinkage factor allowed on installed rugs or carpets. c. Stains: Stains shall be removed if it can b accomplished by an accepted cleaning method which will not jeopardize the serviceability or mar the appearance of the rug or carpet. d. Cleaning Process: Carpets shall be shampooed using a rotary brush machine specifically designed for commercial carpet cleaning. After machine shampooing, the hot water extraction method shall be used to remove debris. Contractor Response and Scheduling: The contractor shall coordinate with the DCMA Building Manager two (2) working days prior to actual work start for scheduling and facility access. Carpet cleaning shall be accomplished outside normal duty hours or from 1730 to 0730 Monday through Friday or from 1730 Friday to 0730 Monday. Carpets shall be cleaned in the months of May and September each year of the agreement.
