- The U.S. General Services Administration, Federal Technology Service, on behalf of the Air Force Safety Center (AFSC), Kirtland AFB, NM intends to award a contract for the following described effort. Background: The Mishap Analysis & Animation Facility (MAAF) is the central Air Force focal point for the extraction and analysis of recorded data from USAF aircraft following a mishap or incident. The recorded data may come from a flight data recorder (FDR), cockpit voice recorder (CVR), radar, telemetry and other sources. Much of the MAAF?s equipment was procured in the mid-1990?s and has had no technology refresh or upgrades since then. The computer equipment is obsolete and cannot be upgraded. A number of Air Force program offices never procured equipment to process recorded data for their aircraft. MAAF capability to process data from those aircraft is minimal at best and more often non-existent. Objectives: At the conclusion of this task, the MAAF will have a modern and comprehensive capability for processing recorded data from all Air Force aircraft. The contractor will be responsible for performing the following tasks. (1) Process Development Task - The contractor shall develop custom replay procedures; techniques; and plotting and animation templates to extract, analyze and present data from FDRs and CVRs, whether damaged or undamaged. The contractor shall provide all necessary equipment to integrate the solution into the MAAF?s existing system. The contractor shall modify and extend the source code to Flightscape Inc's Insight software to ensure that raw binary data extracted from the FDR can be imported directly into Insight. The contractor shall provide all necessary training and documentation required to utilize the hardware, software and custom replay procedures. (2) Software Integration Task - The contractor shall modify and extend the source code to Flightscape Inc's Insight software to enable mapping and imagery data to be imported directly into Insight. The mapping and imagery data shall be in the format used by the U.S. National Geospatial-Intelligence Agency. The contractor shall provide all necessary training and documentation to allow MAAF personnel to utilize the import function. The period of performance for the above task is 12 months with an anticipated start date of Sep 2004. Respondents should provide a Statement of Capability demonstrating their ability to fulfill the above requirements within the period of performance in order for AFSC to determine the requirements can be met. Statements of Capability are limited to a total of five (5) pages.
