- NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis with Recovery System Inc. for a modified design, installation, and operation of a testing unit and sampling stations under the authority of FAR Part 6.302-1, for the ORD/NRMRL/APPCD. This acquisition is for a modified design and installation of a testing unit and sampling stations, and operation over a six (6) month period to analyze emission factors of a swine production facility located in Maury, NC. The modified testing unit and sampling stations shall: (a) Test for pathogens before treatment and their destruction after the process; (b) Check the concentration and recovery levels of ammonium phosphate; (c) Test for residual ammonia in the returned flushing liquid; (d) Test the flow rates of liquids to determine the fresh water makeup and complete a hydraulic liquid balance; (e) Sample the air discharge from the air stripper to determine ammonia carry over; (f) Sample the air discharge from the acid scrubber to determine the capture efficiency of the ammonia; (g) Monitor the salt concentration in the flushing liquid. (Salt deposition will block the pipe system); (h) Test the digested feed solids in the methane generator to determine the volume mass of methane per pound of digested material; (i) Check the pH at the hold and mix tanks and at the solids separation tank; (j) Test digested feed solids before and after processing in the methane generator for nitrogen and phosphorous content; (k) Check particle size of recovered feed and digested feed solids; (l) Record recovery rates for undigested feed and digested feed; (m) Dry the recovered feed and test its use as cattle feed and poultry litter; (n) Tests the recovered feed for moisture content, after drying together with nitrogen, protein, fat, fiber, NFE, carbohydrates, DIG energy, MET energy, and heavy metals. assist in reducing both air and water impacts from his swine production facility. The EPA believes that Recovery System Inc. is the only firm able to provide the testing unit and sampling stations due to the existence of a proprietary testing system that measures animal waste recovery with sampling stations used in previous testing with the farm owner. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required testing unit and sampling stations, installation and operation on a swine production farm in Maury, NC may submit technical documentation to establish the potential of delivering this equipment and services. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
