Description
REQUEST FOR INFORMATION SUBJECT: Reduction of Defense POW/Missing Personnel Sensitive Compartmented Information Facility Study The Defense Prisoner of War/Missing Personnel Office (DPMO) seeks to determine if existing contractors are capable of studying the feasibility of reducing the size of the DPMO Sensitive Compartmented Information Facility (SCIF) and the implications of reta ining a small SCIF within the boundaries of the existing office. If DPMO and the contractor(s) determine the proposed reduction of the size of the SCIF to be feasible, the contractor(s) should advise DPMO of their capability to assist DPMO to implement th e recommended plan. DPMO employs a staff of 140 personnel in approximately 25,000 square feet of leased commercial space at 1745 Jefferson Davis Highway, Suite 800, Arlington, Virginia, 22202. The portion of DPMO removed from SCIF operations will convert to an unclassified f acility with limited personnel access. The study should: ??? Address the implications, advantages and disadvantages of converting a large portion of DPMO??????s current office space from a classified to an unclassified facility. ??? Include implications in regard to budget savings; employment security clearance requirements; potentially lower personnel grade requirements for employees; work efficiency; public perception of openness and accessibility to DPMO??????s work; the relat ionships between DPMO, the national Intelligence Community, other Departments and Agencies of the USG, and non-Governmental agencies; etc. ??? Address the implications, advantages and disadvantages of adjoining classified and unclassified facilities, to include the interface between collateral and compartmented information, and the impact on interaction and operations between the two levels; ??? Address the implications of maintaining three local area networks (LANs) at the Unclassified, Secret, and Top Secret/Sensitive Compartmented Information (TS/SCI) that maintain connectivity between the SCIF and unclassified portion of the office; ??? Identify logistical and personnel placement requirements, to include which personnel reside within the SCIF area, physical size of the area, computer support and equipment, and accessibility; ??? Develop a phased restructure plan and timeline to include facility reconstruction, personnel and equipment; ??? Recommend a plan of execution; and ??? Support DPMO in implementing the plan, as required. The contractor(s) should complete the study (minus support in implementing the plan) and submit a written report to the Director, DPMO, not later than six months following award of the study contract. DPMO requests an initial response from Defense Contrac ting Command - Washington as soon as possible but not later than June 30, 2004.
