- The Capital District Contracting Center-Fort Belvoir is seeking sources with the capabilities to provide housing requirements for the Joint Air Defense Operations Center (JADOC). The JADOC will require a large amount of bedroom apartments to house t roops, Twenty-four, one bedrooms, forty-two, two bedrooms and three, three bedroom units. Each unit will be for a period of one year and four option years as follows: base year: October 1, 2004 to September 30, 2005; option year 1: October 1, 2005 to Sept ember 30, 2006; option year 2: October 1, 2006 to September 30, 2007; option year 3: October 1, 2007 to September 30, 2008 and option year 4: October 1, 2008 to September 30, 2009. The North American Industrial Classification (NAICS) Code is 531110 with a size standard of $21.5. All units must be fully furnished to include washer and dryer in every unit. The apartments must provide a fitness facilities at no cost, located on the premises or within a one fourth mile walk from the particular unit or if off the premises, be owned by the complex. All apartments will remain occupied for the duration of the contract. The Contractor shall provide sufficient personnel possessing the skills, knowledge, and training to perform satisfactorily the services required by this contract. The Contractor and its employees will have a thorough understanding of Standard English and must be able to communicate fluently with the occupants. The Contractor shall provide a representative, who will be the point of contact and wil l have the authority to act or make decisions for the Contractor on all matters pertaining to this contract. The contractor will maintain and fix in a timely manner any maintenance problems (water leak, plumbing, heating, electrical etc.) that may occur w ithin each unit. In the case of a minor incident, the resident must be able to call the rental office and speak to the point of contact within the office, directly, in case of minor emergency repairs. The government will be responsible for items damaged or lost through willful misconduct or neglect. The contract price shall include, for each unit, heating, air conditioning, water, electricity, local telephone service with voice mail, modem/data ports on the telephone, and basic cable television services w ith Broad Band High Speed Internet modem, at no additional cost to the occupant/Government. Contractor shall provide mail delivery facilities for mail addressed to occupants. Secure garage parking with access controls. All apartment units must and shall be free of defects, defacements, and stains; all apartment units and amenities must meet all federal state, and local health, environmental, and safety standards before contract expires, the contract price will be reduced by the contracted value of the va cated apartments, from the date it is vacated provided a two week notification has been given. Contractor will provide, up to twice annually - per apartment, full cleaning services and maintenance inspection to include carpet cleaning, dusting, basic tras h removal, exchange of linens and towels, touch up painting, routine electrical inspection, appliance inspection, changing of door locks (if necessary) and exchange of all damaged house wares/accessories. This SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. The co ntractor will be given up to ten business days to complete these tasks on the dates specified by the JADOC. ALL APARTMENT UNITS MUST AND SHALL BE NOT MORE THAN TWO BUILDINGS. ALL APARTMENT UNITS MUST AND SHALL NOT BE OUTSIDE 15 MILE OF BOLLING AFB, WASHI NGTON DC. You are invited to provide information that will assist the Capital District Contracting Center (CDCC) in understanding the lodging industry. The information you provide will be used to ensure that requirements developed for any future solicitation maximiz es efficiencies, competition and adopts commercial best practices and will be kept confidential. It is requested that you provide a brief capabilities statement and financial statement to provide this service. 2.It is a market resea rch tool used to determine the availability and adequacy of potential small businesses prior to issuance of a request for Proposal. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide whether it is appropriate to offer this requirement as a competitive Small Business Set-Aside.
