- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes are due to the 55th Contracting Squadron no later than close of business on 20 Aug 2004. Quotes shall be submitted via e-mail in a Word, Excel, or PDF format to: wynona.rath@offutt.af.mil. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code and small business size standard are 813110 and $6,000,000 respectively. The government intends to issue a purchase order for the items set forth below, subject to the availability of funds. 1. QUALIFICATIONS: a. Protestant Community Coordinator (hereafter Coordinator) is to be, by definition, a practicing Christian in good standing with a deep personal commitment to the Christian faith and with excellent interpersonal skills who can work effectively with a collaborative staff and also have the ability to work easily and amicably with volunteers. b. The Coordinator is to be a caring, faith-filled, compassionate person who possesses the following basic skills: 1) Ability to listen, 2) Ability to appropriately ask and field questions, 3) Ability to evaluate situations, programs and performance, 4) Ability to lead, direct and train volunteers and lay leaders, 5) Ability to develop, implement, maintain, and improve as needed effective/efficient record keeping processes, 6) Ability to plan, organize and maintain positive control of meetings, 7) Ability to coordinate and execute programs, projects, activities and events, 8) Ability to communicate both verbally and in writing, 9) Good editing and proof reading skills, 10) Good funds management and budgeting skills, 11) Familiar with or able to quickly acquire the ability to employ current Information Technology (IT) and Audio Visual (AV) technologies, 12) Record of successful recruitment, training and motivation of volunteers and volunteer leaders or similar activities, 13) Ability to create, coordinate, and execute effective publicity and advertising of programs, projects, activities and events, 14) Record of effective communication and work with staff members and the public, 15) Satisfactory performance record of past "coordinator" type work experience. 2. REFERENCES THAT SUPPORT LISTED QUALIFICATIONS ARE REQUIRED 3. STATEMENT OF WORK: 1. Responsible in consultation with the Offutt Senior Protestant Chaplain or equivalent to coordinate and where appropriate administer the Protestant Program at Offutt Air Force Base to include: Developing and coordinating the various processes for meeting the sacramental, worship, fellowship, and program support needs within the Protestant Community such as coordinating and resourcing children?s church programs for the various worship services, coordinating marriage preparation and scheduling processes, coordinating Protestant Community programming with pertinent base and community agencies that will provide mutual benefit while meeting Protestant community pastoral needs, provide guidance and training to all Protestant community lay leaders, ensure the coordination and scheduling of all Protestant community activities, plans and coordinates all Protestant program information for Protestant community, chapel and base publications as appropriate. This would include typing and printing the weekly Protestant Sunday bulletins and other special events such as funerals/memorials as well as seasonal bulletins needed throughout the year, coordinates with community organizations for all Protestant program scheduling requirements to include but not limited to preparing and distributing annual and monthly Protestant community calendars; preparing and monitoring all facility requests for the year concerning Protestant programs; keeping informed and aware of any possible conflicts with other Chapel activities; and providing planning material and resources for the annual Protestant Parish planning session, coordinates the Protestant marriage/wedding preparation program for couples as established by the Protestant Community Chaplain, coordinates with Program Managers and Accounting Technician in preparation of annual and monthly budget needs and fund requests for the Protestant program to include compiling, tracking and publishing worship attendance and offering figures. These weekly figures of worship attendance and offering are to be included in the weekly Sunday bulletin announcements, promotes via publications and resources seasonal activities, such as Advent/Christmas, Lent/Easter, education/formation opportunities, and liturgy/prayer in accordance with military guidelines, maintains a system for tracking the departure dates of regular attendees and volunteers and for recognition and recruitment of volunteers for community organizations and groups, prepares and maintains a continuity file on Protestant community activities to include all planning material and all "After Action Reports" of special community events and compiles an annual historical report, facilitates and coordinates communication between and among ALL Chapel programs as well as the various programs touching on family life ministry available in the civilian sector, working in coordination with the Senior Protestant Chaplain or equivalent and the Protestant Community Advisory President develop and submit an annual Protestant Ministry Plan, to include Vision and mission statements, core process, scheduled and budgeted programs, projects, activities and events, gives assistance to the Religious Education Coordinator at various times with special R.E. and seasonal programs throughout the year when needed, assists in the recruitment, training and resourcing of volunteers that plan and implement the many social/spiritual/community enhancing activities to include but not limited to the following: Annual Protestant Community appreciation dinner; Harvest Party/Halloween celebration end of October; 5th Sunday Combined Worship; Parish Boat Ride; Parish Bowling Party in the summer; Advent wreath making/Christmas preparation social in November; Living Last Supper during Easter; Valentine/Sweetheart Banquet etc. 2. Attends regularly the Protestant Community Council meetings and the weekly Chapel staff meetings to report on Protestant Community ministry and activities. 3. Safeguards all government/Chapel equipment and supplies provided to fulfill this position. 4. Prepares annual budget and monthly budget reports for the Parish Council as well as facility requests for program materials and activities. 5. Provides monthly participation reports of Protestant Community programs to the necessary Chapel personnel. 6. Serves as Protestant Community Account Manager 7. The successful accomplishment of this Statement of Work will require the Coordinator to be available for customer support in the Protestant Community Coordinator?s office 3 days a week, 8 hours per day. If an absence is of an extended time period the Coordinator will provide a substitute or substitutes of equal or higher proficiency who must be approved in advance by the Senior Protestant Chaplain or equivalent. 4. CHAPEL SECTION RESPONSIBILITIES: 1. The chapel will provide reasonable programming, office and storage space to include; scheduled access to all Air Force chapel facilities at Offutt AFB, office and storage space as available and negotiated for through Senior Protestant Chaplain or equivalent, (office and storage space priorities are set by the Wing Chaplain and chapel Superintendent), the chapel will provide necessary program specific supplies and equipment as negotiated through the Senior Protestant Chaplain or equivalent. Supplies and equipment may include; AF Chaplain Service specific Office equipment and supplies, such as computer hardware and software, telephone and standard office supplies, graphic, reprographic and mailing support. 2. The chapel will provide monetary support according to the following guidelines; all funds requests must be made against budgeted and calendared events or needs, budget and calendar must be developed and approved according to guidelines contained in applicable AFIs and HCOI?s. 5. CONTRACTOR RESPONSIBILITIES: a. The Contractor will provide any contractor specific supplies and equipment to include; personal transportation, contractor preferred or specific office equipment or supplies. b. The Contractor will provide the personal skills, training, competency, attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW). c. Minimum hours expected to meet SOW obligation is 25 hrs per week, not to exceed 40 hrs per week. CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD.
