- NA This is a pre-solicitation synopsis for a small business set-aside competition to be conducted in accordance with FAR Part 15. The Volpe National Transportation Systems Center (Volpe Center), in support of the Federal Motor Carrier Safety Administration (FMCSA), intends to issue a single-award indefinite delivery - indefinite quantity contract with cost plus fixed fee provisions. Individual Task Orders (TOs) under this contract will be issued on either a term or completion form basis. Whenever possible, performance-based TOs will be issued. This requirement will provide approximately 50,000 hours of technical support over a period of five years from the date of contract award. The Contractor will perform a wide range of technical work related to analyzing, developing, implementing, an d evaluating motor carrier regulations projects. The tasks may involve work in some or all of the following areas: requirements studies, concept definitions, regulatory background research, evaluation of existing or proposed regulations or rulemaking activities, training, legal reviews, and drafting regulatory documents. The applicable NAICS Code is 541990 (All Other Professional, Scientific, and Technical Services). The Size Standard is $6 million. Detailed specifications and minimum requirements will be set forth in the solicitation. The estimated release date of the solicitation is September 10, 2004. Proposals will be due approximately 30 days after the issuance of the solicitation. The acquisition will be conducted using small business set-aside competitive procedures. The su bject solicitation and related documents will be available in electronic format only on the Volpe Center Acquisition Management Division home page on the World Wide Web. Paper copies of these documents are not available. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-m ail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Telephone requests will not be honored. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $ 500,000.
